Grant Accountant (BRIDGE)

Reporting to the Country Finance Manager (CFM), the Grant Accountant will be responsible for providing timely and reliable grant financial information and analysis that leads to effective decision making for the Building, Resilience, Inclusion and Dignity for Girls-Ending Child Marriages (BRIDGE) Project.

Accountabilities:

1. Business planning process

• Assist in preparing annual grant budgets and assess the impact of operational plans on existing grants, advising the Project Coordinator and management on appropriate actions.
• Review partner and Plan financial documents for compliance with FAD requirements and ensure deviations are appropriately addressed.
• Review Grant Project Outlines and PO modifications to ensure correct expense coding and budget availability before GSM validation and CFM approval.
• Support program staff with proposal budget preparation and reviews.
• Review grant budget entries in SAP and maintain proper records of budget modifications.
• Monitor monthly grant expenditure against approved budget lines, identify irregularities, and recommend corrective actions or budget realignment where necessary.
• Support the monthly dissemination of grant-related financial information to PUs and partners.

2. Accounting and treasury

• Attach every Grant PO account lines to FAD monthly before closing the GL.
• Prepare bank reconciliations and ensure items 1-month overdue are resolved.
• Monitor payment transactions to grant implementation partners.
• Undertake other accounting functions such as preparation of reports, tax related data and filing of documents.
• Ensure compliance with local regulatory and tax legislation.
• Provides assistance during audits for accurate, timely and organized audit activities.
• Attends and actively participates in meetings/seminars on grants.

3. Financial reporting and analysis

• Ensures that all policies and procedures are in compliance with Plan and Global Fund policies, procedures, and requirements.
• Review monthly SRs transactions and supporting documents and assure that meet the financial reporting requirements and deadlines.
• Assure that SR financial accounting data entries respect the budget lines items and appropriate codifications are in place to link transactions to the budget.
• Ensure monthly reconciliations between Plan data and SRs data, between Excel Financial report and SR general ledger, are completed and are reviewed with the Senior Grant Accountant and Compliance.
• Closely monitors Plan & SR financial activities, and keeps the Senior Grant Accountant and Compliance and the Chief of Party advised of all situations which have the potential for a negative impact on internal controls or financial performance.
• Maintain a permanent and completed grants files field at the SR and at Plan level.

4. Manages Grants information systems

• Ensures grants information is encoded into the GL/SAP accurately and as scheduled.
• Attaches Project Account lines to FAD accurately and on a timely basis.
• Consolidates grant finance reports data and ensures they are properly stored and updated in the information system.
• Reply to inquiries on grant-finance related issues promptly and correctly.
• Stores files and other information related to Grants in an organized manner so they can be retrieved easily.
• Ensure that Plan’s Safeguarding Policy and related procedures are adhered to in all aspects of work.

5. Field Monitoring Visits

• Perform a monthly field monitoring visit at the different project areas and provide technical assistances and guidance, related to financial activities.
• Support community planning processes and actively participates in partners and field-based community organizations training and empowerment.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

• Ensures that Program staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies.
• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team.
• Ensures that Plan Zimbabwe contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Knowledge and Skills

• A degree in Accounting, CIS or equivalent qualification.
• 3-5years’ experience in a similar role working in a computerized accounting office in an NGO set up.
• Good experience and knowledge of accounting and grant funds management regulations and procedures.
• Proficient in computer skills and use of relevant software and other applications, especially Excel, Word, and computerized accounting packages such as SAP.
• Good communication and Analytical skills.
• Ability to interpret and work in accordance with laid down procedures.
• Ability to train field staff on grants financial management.
