Job Description

Org. Setting and Reporting

Under the direct supervision of the Head of Gaza Suboffice and overall guidance of the Head of Office and the Head of Monitoring team, the incumbent will be responsible for assisting in the implementation of all activities related to the work of the Office of the United Nations High Commissioner for Human Rights in the occupied Palestinian territory (OHCHR oPt) related to monitoring, documenting and reporting on violations of international human rights law and international humanitarian law pursuant to relevant United Nations resolutions.

Responsibilities

Within delegated authority, the Assistant Human Rights Officer will be responsible for the following duties: 1. Assist in the collection of data for human rights monitoring and provide technical support for the tracking of recommendations from human rights mechanisms. 2. Assist in collecting, documenting and managing evidence-based information on civil, cultural, economic, social and/or political rights, including the right to development, contributing to analysis, early warning and response, accountability and informed decision-making; and to identifying data gaps. 3. Assist in the preparation and conduct of human rights monitoring and field verification missions, including assessments and early-warning exercises, in accordance with UN methodology, gender indicators and victim/witness protection standards, and provide input to drafting reports on findings and recommendations. 4. Assist in the preparation and conduct of fact-finding or investigative missions to document violations of international human rights and humanitarian law, following victim and witness protection standards and supporting cross-component tasks as necessary (e.g., police, military, gender advisers). 5. Assist in drafting human rights reports, briefings and other communications and provide technical support for the preparation of analytical papers that inform decision-making, incorporating gender and leave no one behind considerations under close supervision. 6. Assist in collecting and verifying multi-source information on human rights thematic and/or country-specific situations, reflecting gender and leave no one behind considerations under supervision. 7. Carry out research on lessons learned to provide inputs to inform human rights programmes and related decision-making processes under supervision. 8. Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. 9. Maintain confidentiality and integrity and handle sensitive information with discretion, ensuring compliance with the UN data privacy, security requirements, and standards.

Education

Advanced university degree (Master’s degree or equivalent) in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, humanitarian affairs or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

For candidates who hold a first level university degree (Bachelor's degree or equivalent), a minimum of two years of experience in human rights, political affairs, international relations, law or related area is required. No experience is needed for candidates who hold an advanced university degree (Master's degree or equivalent). Knowledge of international human rights law, norms, and standards is required Knowledge of international humanitarian law and its application is required Knowledge of human rights monitoring, documentation, analysis, research and reporting methodologies, including planning, coordinating and conducting field missions is required Skills to integrate a human rights-based approach, leave no one behind, gender equality and women's empowerment into all areas of work is desirable Skills to integrate digital, open-source, satellite, and forensic evidence into analysis and reporting is desirable Knowledge of conflict-related sexual violence (CRSV) and related frameworks is desirable Knowledge of the application of human rights in humanitarian contexts is desirable Skills in drafting human rights reports, policy and other documents is desirable Skill in collecting, processing, and analysing large volumes of unstructured and structured data is desirable
