Background :

NRC has provided first-line humanitarian response since 2021 through multisectoral activities in shelter, education, livelihoods and food security, and information, counselling, and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Cash & Market Systems, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation, which comprises large-scale multi-country humanitarian and early recovery interventions spread across ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination. 

The purpose of the Safeguarding and Inclusion officer position is to provide technical support to Education Consortium partners and oversight to ensure the effective integration of protection, safeguarding, inclusion, and monitoring accountability across several education projects. 

Generic Responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines

  2. Coordinate cross-sectoral collaboration with Child Protection in Emergencies (CPiE), GBV in Emergencies (GBViE and other relevant sectors and clusters.

  3. Lead gender and inclusion analysis to inform the implementation of EiE projects.

  4. Support consortium partners to implement gender-sensitive interventions and child safeguarding measures.

  5. Train consortium and partner staff on gender mainstreaming and child safeguarding.

  6. Follow up on reported safeguarding cases and ensure they are handled in an appropriate manner.

  7. Prepare and develop status reports as required by management

  8. Lead the monitoring of NRC safeguarding policies, standards, and procedures across the designated education projects.

  9. Promote the rights of refugees and displaced people in line with NRC's advocacy strategy.

  10. Promote and share ideas for technical improvement

  11. Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures.

     

Specific Responsibilities:

  • Track and maintain the SIP checklist for education-related activities in coordination with the SIP Team 

  • Follow up on the implementation of the SIP AP and SIP recommendations in close coordination with the SIP Team and in collaboration with other CCs and functions.

  •  Assist and support in adapting training modules and provide tailored capacity building and Induction to education staff, facilitators, educators and other contractors in line with NRC Child Safe Programming Training Package, SIP Toolkit as needed. 

  • Act as a focal point SIRaR, conduct safe and timely Referrals (internal and external) along with the needed follow up, in line with NRC SRO referral system.

  • Maintain regular coaching to Education team regarding identification of cases in classrooms, in line with guidance and advice of SIP advisor. 

  • Follow up on CFM SIP-related complaints (e.g. safeguarding cases), feedback and issues in coordination with accountability team – per office.

  • Promote gender equality by introducing gender-sensitive teaching approaches and providing gender awareness training for educators.

  • Support the establishment of safe spaces for both girls and boys, enabling discussions on gender-related issues, and empower educators to respond to gender-based violence or discrimination through referrals.

  • Facilitate gender, GBV and Disability training for educators on inclusive education practices to better support learners with disabilities.

  • Follow up on Disability Planning by working with Education and MHPSS specialists to adapt teaching materials and classroom environments to ensure accessibility for students with different types of disabilities
  • Deliver workshops and capacity building sessions on integrating psychosocial support into daily teaching practices to create a safe and supportive learning environment.

  • Represent NRC at area-level Child Protection, MHPSS, and Gender meetings with relevant partners, in coordination with the MHPSS Advisor and Gender Specialist from other partner organizations.     

  • Maintain regular guidance and coaching to NRC Educators and staff on how to interact with sensitive cases of BLP Participants.

  • Provide basic awareness-raising sessions on topics like Child Protection and PSS for parents, caregivers, and other community members. 

  • Conduct community engagement exercises like Focus Group Discussions (FGDs) with youth and children, when needed

  • Implement BLP activities, including case analysis, reporting, and training for educators and partners, in coordination with the MHPSS advisor, to enhance skills for supporting students’ emotional well-being and resilience, as per the programme policies and procedures.  
  • Deliver Non-violent Communication, Phycological First Aid (PFA), Positive Discipline and Anti-Bullying training and regular coaching to Educators with regard to daily interaction with children, as per guidance and advice of education Specialist and the MHPSS Advisor
  • Regularly monitor the implementation of planned MHPSS activities in schools and provide ongoing support to educators, ensuring the adoption of best practices in psychosocial support.
    Collaborate with school-based counselors (in formal schools and when available) and staff to address any challenges in the delivery of MHPSS activities and to adapt interventions as needed.

  • Conduct daily visits to Education Learning centers, classrooms and facilities across NRC AOs as needed. 

 

Professional Competencies

Generic Professional Competencies:

  • Minimum 3 years of work experience in safeguarding and inclusion  with NGOs and/or Humanitarian agencies. Experience of working in Somalia, specifically in the Somalian humanitarian context.

  • Bachelor's degree in  human Rights, Protection,  Developments studies , Social Studies ,international relation or related field. 
  • Experience in or good understanding of SIP – Protection Mainstreaming in the international humanitarian aid context;

  • Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.

  • Proven ability to maintain databases and manage information, working independently and leveraging cross-department support;

  • Experience in training delivery and capacity support to colleagues and partners;

  • ICT skills, including strong knowledge of MS Office applications;
