1. Role and responsibilities

The Protection Coordinator will lead and oversee standalone and integrated protection programming in ERRM. S/he will ensure the effective day-to-day planning, implementation, and monitoring and evaluation of area-level stand-alone protection programming. The Protection Coordinator will ensure close management of and will coordinate and monitor all protection activities in the ERRM. The position will report to the Emergency Response Project Manager and receive technical support from the Protection Specialist.

The following is a brief description of the role.                                       

Generic responsibilities 

1. Line management of ERRM-level Protection  staff
2. Adherence to NRC policies, guidance and procedures
3. Contribute to Protection strategy development, project proposals and provide input on needs/gaps 
4. Manage and implement delegated portfolio of Protection projects (activities, budget and project documentation) as delegated from Emergency Response Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality
5. Provide regular progress reports to Emergency Response Project Manager 
6. Ensure that projects target participants most in need of protection, explore and assess new and better ways to assist
7. Promote and share ideas for improvement and necessary changes in the activities
8. Ensure capacity building of project staff and transfer key skills  
9. Liaise and collaborate with relevant local authorities and other key stakeholders
10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities 

1. Lead and oversee the overall implementation of all ERRM Protection  programming (projects and activities)

2. Directly manage and provide technical guidance and support to ERRM protection staff, ensuring that protection activities are implemented according to donor requirements. 

3. Create and execute ERRM implementation plans, spending plans and procurement plans to ensure that project/programme deadlines are met and targets achieved.

4. Manage Protection project budget; review monthly Protection BvAs and participate in grants opening, mid-term and closing meetings.

5. Undertake field visits to monitor the quality of implementation of protection activities.

6. Participate in the staff recruitment process, new protection  staff on-boarding and induction process, capacity building, and performance appraisal of Protection  staff.

7. Stay abreast of, develop and maintain a good knowledge of the protection situation and the priority needs of the IDPs, returnees and host population.

8. Support and contribute to the development, roll-out and implementation of NRC South Sudan Country Protection strategy including protection tools and technical materials.

9. Support and contribute to the design and proposal development for protection programming by providing relevant information on programming gaps and opportunities.

10. Ensure that ERRM protection Risks monitoring data is collected and correctly entered, and support in the analysis of protection Risks  and compilation of protection monitoring reports

11. Support donor reporting by providing accurate and timely input on project progress according to contractual reporting requirements.

12. Develop and strengthen relationships with relevant area-level stakeholders including government entities, UN agencies and local/international NGOs. 

13. Represent NRC at area level in protection cluster and sub-cluster coordination fora.

14. Perform other duties, as needed or requested by the supervisor and technical leads

15. Any other task relevant to the position as requested by the line manager

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

• Project planning: Protection Specialist,  other Core Competency (CC) Specialists in terms of integrated programming and synergies

• Area operations: Area Manager, Support Coordinators (field office coordinators)

• Staff capacity building: Protection Specialist and  

• Implementation: Emergency Response Project Manager

2. Competencies

Context/ Specific skills, knowledge and experience: 

• A University degree in in social science, law, political science or related subject will be considered 

• Experience from working in a Protection position in a humanitarian/recovery context, including the delivery of technical capacity building trainings 

• At least Three  years’ experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures

• Significant experience in monitoring, evaluation and reporting on project activities

• Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)

• Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook;

• Fluency in written and spoken English, and Arabic or Kurdish.
