Overview

The Senior Grants, Contracts & Business Performance Manager provides strategic and operational leadership in grants and contract management, proposal costing and pricing, and financial performance monitoring across Jhpiego Ethiopia's institutional portfolio. Reporting directly to the Finance and Administration Director, the position oversees the effective management of the contract and grant lifecycle, supports competitive and fully cost-recovered proposal development, and monitors the financial and contractual performance of performance-based awards, including ASCEND.

Responsibilities

Contracts & Grants Management

  • Lead the complete lifecycle of all contracts, subcontracts, grants, and cooperative agreements from pre-award drafting to post-award closeout.
  • Serve as the point of contact for negotiating contract terms, modifications, vendor agreements, Technical Service contracts, and sub-recipient awards.
  • Monitor budget burn rates, donor financial forecasts, and expenditure timelines aligned with donor and institutional requirements.
  • Oversee donor financial reporting, agreement management, and contract performance tracking across the organization’s portfolio.
  • Monitor grant and contract deliverables, key milestones, reporting requirements, obligations, and performance, and escalate significant issues to the Finance and Administration Director.
  • Coordinate contract and grant modifications, extensions, budget realignments, renewals, and closeout activities.
  • Maintain effective grants and contracts tracking systems and proactively monitor key deadlines and obligations.
  • Identify financial, contractual, compliance, and operational risks and recommend appropriate mitigation measures.
  • Ensure the Active Grants and Reporting Tracker and other information management systems and the grants filing on Box or electronic files are up to date.
  • Oversee partner and sub-recipient agreements. Review partner financial reports, verify deliverables, and monitor sub-contractor performance.
  • Pre-Award & Drafting Review scopes of work, budgets, and terms in grants or vendor contracts before signing. Ensure alignment with local laws and institutional donor mandates
  • Post-Award Administration Handle contract modifications, extensions, no-cost extensions, and budget realignments
  • Oversee partner and sub-recipient agreements. Review partner financial reports, verify deliverables, and monitor sub-contractor performance

Proposal Costing & Pricing Leadership

  • Lead cost and pricing strategy for all grant development initiatives, cost proposals, and grant applications.
  • Develop complex proposal budgets, financial models, cost notes, and rate structures tailored to diverse institutional donors (e.g., DOS, foundations, multilateral agencies).
  • Conduct cost review, price-reasonableness analyses, and subcontractor budget negotiations to ensure competitive, fully cost-recovered proposals.
  • Collaborate with proposal teams to align technical scopes of work with precise operational budgeting and cost allocation frameworks.
  • Lead the preparation and review of proposal budgets, cost projections, and financial models in coordination with Finance, Program, HR, and admin teams.
  • Develop cost assumptions covering staffing, procurement, logistics, travel, indirect costs, and other operational requirements.
  • Conduct cost- analysis and price-reasonableness assessments to support competitive and fully cost-recovered proposals.
  • Provide costing and pricing analysis and recommendations to the Finance and Administration Director and senior management.
  • Support negotiations with donors, partners, and subcontractors on budgets, pricing, and cost structures.
  • Coordinate and oversee new proposal development (including budget development) for the recurrent grant proposals, following the donor compliance guidelines, working with and gathering input from technical coordinators, technical advisors, the Finance Department, Research, Monitoring and Evaluation staff, and the Regional Unit.

Performance Based Award and ASCEND Financial Management

  • Provide Finance-side oversight of performance-based awards, including ASCEND, ensuring that financial planning and award management are aligned with agreed performance requirements and implementation milestones.
  • Establish and maintain a financial performance tracking mechanism linking agreed deliverables, performance milestones, implementation progress, and related payment or funding requirements.
  • Work closely with ASCEND technical and program teams to monitor progress against agreed performance milestones and identify potential financial or contractual implications of delays or underperformance.
  • Monitor and forecast expected performance-based payments and related financial commitments based on progress against agreed deliverables and milestones.
  • Ensure that required documentation and supporting evidence for performance-based payments or financial claims are complete, accurate, and available in accordance with the relevant agreement.
  • Identify and escalate risks that may affect performance-based revenue, funding, or payment timelines and coordinate with relevant teams on appropriate mitigation actions.
  • Provide regular updates to the Finance and Administration Director and relevant project leadership on the financial status and risks associated with performance-based awards.

Team Management and Capacity Building

  • Lead capacity development of relevant grants staff to ensure that they have the skills and knowledge on how to write donor reports and donor compliance
  • Provide orientation and on-the-job training to the Grants Managers.
  • Lead and Coordinate donor field visits and follow up that monitoring feedback of the donor is addressed.
  • Provide orientation and on-the-job training to the grants managers which may cover donor compliance rules and regulations, budget development, etc.
  • Develop, recommend, maintain, and implement necessary improvements and changes including appropriate policies and procedures concerning the grants management system

Required Qualifications

  • Education: MBA or Master’s degree; Bachelor’s degree in Business Administration, Finance, International Development, Public Administration, or a related field (Master’s degree preferred).
  • Experience: 9+ years of progressive experience overseeing full-lifecycle contract administration, business operations, supply chain logistics, and proposal pricing within a complex institutional or NGO environment.
  • Costing Expertise: Proven track record leading cost/pricing development for major donor proposals, including direct budget build, indirect cost rates, and financial negotiations.
  • Performance-Based Awards: Demonstrated experience monitoring financial or contractual performance against deliverables, milestones, results, or other performance-based funding requirements is highly desirable.
  • Skills: Operational efficiency, supply chain and logistics management, process optimization, expert knowledge of contract mechanisms (cost-reimbursable, fixed-price, task orders), advanced Excel financial modeling, QBE proficiency, and strong team management capabilities.

Salary: Between 28,659 – 47,848 USD per annum.
