The Manila Supply Chain Unit (MSCU), being part of the Supply Chain Division (SCD), based at Global Shared Services Center (GSSC) in Manila, provides advisory, back-office, global warehouse operations and field procurement support services for IOM projects implemented worldwide. MSCU plays an important role by performing the Procurement Process Review function before contracts are awarded, ensuring that IOM regulations are applied and adhered to in procurements conducted by Missions and Offices around the world. Among others, MSCU provides guidance and advice on IOM’s procurement policy, e.g., it assists missions in developing procurement strategies, reviewing solicitation documents, proposals and contracts, manage risks, etc.
The position is located within the Logistics and Warehousing Services Team of the Manila Supply Chain Unit. Under the direct supervision of the Senior Supply Chain Associate (Team Lead) and the overall supervision of the Senior Supply Chain and Procurement Officer, MSCU Head, the Supply Chain Associate – Warehousing and Logistics will be responsible for providing logistics, warehousing and supply chain support services in support of IOM operations worldwide.
The successful candidate will assist in the planning and implementation of logistics activities; support coordination with internal stakeholders, service providers and relevant counterparts; assist in contract and procurement-related processes; and provide procedural support to IOM Missions and Offices in accordance with established IOM policies, procedures and supply chain best practices.
Draft and assist in the logistics plans and other documents supporting the implementation of logistics operations as directed.
Provide Logistics support on timely and cost-effective methods with MSCU Procurement and Global Stocks Operations for delivery of IOM shipments.
Liaise with transport providers in filing claims, whenever necessary.
Receive information on logistics contracts in coordination with MSCU Procurement and assist in analysing and generating statistics for review by the Senior Supply Chain Associate (Team Lead) and MSCU Unit Head.
Assist in giving procedural advice to IOM Missions and Offices on logistics taking into consideration the latest IOM’s procurement policies, procedures and best practices.
Serve as the primary point of contact between internal teams, freight forwarders, and customs authorities.
Assist the Senior Supply Chain Associate (Team Lead) by providing inputs to professional logistics-related training and development activities and assist in the dissemination of supply chain best practices to missions worldwide.
Assist and contribute to the development and updating of quality control mechanisms, SOPs, guidelines, and provide inputs onproceduralimprovements aimed at strengthening internal controls withinlogistics operations.
Perform buyer functions for the respective commodity or otherwise, as required by MSCU Head
Undertake duty travel (TDY) for field mission’s training and/or Logistics and Insurance assistance, as required.
Perform such other relevant duties as may be assigned.
EDUCATION
Bachelor’s degree in Business Administration, Accounting or any related field from an accredited academic institution with three (3) years of relevant professional experience; or
High School diploma with five (5) years of relevant professional experience; and
Trainings, diploma courses on procurement (at least CIPS Level 2 or similar), logistics and cargo insurance is an advantage.
