SVN-2026-021 Sr Project Associate (Case Management) | Integration Programme G7

The project “Regular Migration Status and Socioeconomic Integration for Migrants Received by the Government of Costa Rica” implemented by IOM Costa Rica aims to contribute to the successful integration of migrants who decide to remain in the country as their destination country.  To this end, IOM will support migrants to access to legal identity and a long-term regular status, via categories determined by the government of Costa Rica, as well as to access basic services and livelihood opportunities that sustain their integration process. Among the activities, the project will facilitate access to basic services such as housing, food, and essential health, mental health and psychosocial support, referral to protection services; the project will also provide educational opportunities to learn Spanish, improve their job-seeking profiles and certify previously acquired skills, to facilitate their socioeconomic integration. Hence, the project will work through IOM’s Community-Based approach, aiming to foster social connectedness and support migrants during their integration process. 

All project activities will be carried out in the Great Metropolitan Area (GAM) and will be implemented at a community level, in geographical areas that have high integration indexes for migrant populations. The Senior Project Associate (case management) is expected to work on-site, with flexibility to move between communities.

Under the direct supervision of the Integration Programme Coordinator in Costa Rica, and the technical supervision of the Integration National Project Officer, the Senior Project Associate – Case Management will be responsible and accountable for coordinating overall case management activities of the Integration Programme in Costa Rica.

1. Independently lead and coordinate the implementation of the project. Monitor implementation of case-management activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field. 

2. Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments on migrant integration, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
3. Monitor budget expenditures for the caseload managed by the Integration Programme in Costa Rica by verifying availability of funds and maintaining a proper record of approved project budgets and their revisions.
4. Coordinate and monitor the administrative and technical aspects of the Integration Case Management activities in line with IOM policies and donor requirements.
5. Plan, coordinate and conduct capacity building workshops for case managers as well as external parties. 
6. Participate in meetings and conferences. Maintain effective liaison and coordination with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project.       
7. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports. Ensure status reports are prepared and submitted in a timely manner. 
8. Identify and document good practices and lessons learned and contribute to the development of  Case Management Standard Operations Procedures (SOP), policies and concept papers to support the development of new projects. 
9. Supervise the team of project associates (case management). 
10. Supervise and provide guidance and training to reporting staff. 
11. Perform such other relevant duties as maybe assigned.

Required Qualifications and Experience

Education

• Bachelor’s degree in Social Work, Psychology, Health or Social Sciences, Human Rights, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,

• High School diploma with seven years of relevant professional experience.

Experience

• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations; 

• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

• Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.

Languages
