Project Associate – Construction Monitoring

Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the direct supervision of the National Programme Officer, the Project Associate – Construction Monitoring will be responsible  for providing technical support to the implementation of the EU for Communities in Kosovo programme by monitoring housing reconstruction and small infrastructure interventions, conducting technical assessments, verifying compliance with approved designs, technical specifications, quality standards, donor requirements and IOM procedures. The incumbent will support the National Programme Officer in the technical oversight of construction activities throughout the project implementation cycle.

1. Assist the National Programme Officer in actively monitoring programme implementation in the participating municipalities to ensure compliance with all project agreements, as well as suggesting remedial actions as deemed necessary to individual projects or to the programme as a whole. 
2. Provide technical support to the National Programme Officer and the independent External Observation Entity in monitoring and  verification of housing construction and rehabilitation works, including review of technical documentation, site observations, and compliance with approved designs and specifications. 
3. Conduct technical assessments, prepare and/or revise Bills of Quantities (BoQs) for the implementation of construction works.
4. Review and track the status of required construction permits, approvals and authorizations, and liaise with relevant stakeholders to support their timely issuance and compliance with applicable legal and regulatory requirements.
5. Monitor the implementation of housing construction, rehabilitation and renovation activities through regular site inspections, identify deviations from approved designs and technical specifications, and provide technical recommendations to support timely corrective actions and compliance with quality standards, project timelines and applicable regulations.
6. Monitor the performance and technical outputs of contracted technical service providers and construction teams, liaise with engineers, architects, geodetic specialists, and other technical experts involved in project implementation. Provide recommendations and progress updates to the National Programme Officer for review and final decision-making.
7. Identify and report implementation issues or technical concerns to the National Programme Officer and provide recommendations on corrective measures, as required.
8. Assist the National Programme Officer in reporting, including preparation of accruals/progress reports related to the implemented projects as well as prepare periodic narrative reports/updates, including data analysis and preparation of relevant statistics/charts, as needed. 
9. Assist the National Programme Officer in conducting IOM pre-tender meetings and pre-tender visits, as needed. 
10. Monitor the financial and physical progress of housing reconstruction and infrastructure works, including supporting the preparation of Certificates of Completion (CoC), Provisional Acceptance Certificates (PAC), and Final Certificates of Completion (F-CoC), in coordination with the National Programme Officer and Finance personnel. Verify that construction works are completed in accordance with approved BoQs, technical specifications, contractual requirements, and project timelines, and report any discrepancies or implementation issues for appropriate follow-up.
11. Maintain complete technical project files in both electronic and hard-copy formats for each housing reconstruction intervention, including designs, drawings, technical specifications, Bills of Quantities, tender documentation, construction records, contractor correspondence, payment documentation and other relevant records, ensuring document integrity and compliance with IOM record management requirements.
12. Perform such other relevant duties as may be assigned.

Required Qualifications and Experience

EDUCATION

• Bachelor’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution, with three years of relevant professional experience; or

• High School diploma with five years of relevant professional experience.

   

EXPERIENCE

• Experience in the field of construction, engineering and contract management;

• Experience with construction project implementation, procurement procedures, and donor-funded programmes is an advantage;

• Experience applying engineering standards, construction methodologies, quality assurance procedures and cost estimation techniques;

• Experience with international organizations, international non-governmental organizations (INGOs), and NGO’s particularly with public sector institutions and authorities involved in housing, infrastructure, construction, urban planning, or related fields is considered a strong advantage; and 

• Experience working in multi-stakeholder environments and coordinating with governmental counterparts, donors, and technical service providers will be highly valued.

   

SKILLS

• Ability to plan, organize and prioritize technical monitoring activities while working with limited supervision;

• Ability to write good quality reports in English, Albanian and Serbian;

• Personal commitment, efficiency, flexibility, and drive for results;

• Ability to work harmoniously with colleagues from varied cultures and professional backgrounds; and

• Ability to read, understand and interpret technical construction drawings, BoQs and materials and technical specifications to align with relevant national and international standards and practices.

   

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

REQUIRED

For this position, fluency in English and Albanian or Serbian is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
