Organizational Context and Scope
IOM Ethiopia's Protection Unit (PXU) contributes to promoting and upholding the rights of migrants, including migrants returning from abroad, displaced persons and migrants’ home communities, by helping reduce protection risks and supporting the Government of Ethiopia to manage migration through preventive, responsive, remedial and standard-setting actions. These actions are implemented through the six Protection operational pillars: thematic guidance; direct assistance; convening and dialogue; advocacy and communication; training and capacity building; and data, research and learning. PXU’s work is guided by protection mainstreaming, accountability and inclusion, sustainability and systemic change, and partnership and coordination.
Within this framework, IOM Ethiopia implements return and reintegration programming that supports vulnerable returnees, migrants and communities in areas of high return. Community-Based Reintegration (CBR) interventions aim to strengthen local absorption capacity, promote social cohesion and improve access to services and livelihood opportunities for both returnees and host communities. The Enterprise Development Fund (EDF) component further contributes to sustainable reintegration and local economic development by supporting viable enterprises, employment creation, market linkages and private sector engagement.
