IOM seeks to engage a Field Engineer in Chuuk as part of its reconstruction response to the impacts of Typhoon Sinlaku. Under the overall supervision of the Program Engineer in Chuuk, and overall supervision of the Construction Officer and the Head of Sub-Office in Chuuk, the Field Engineer Consultant will be responsible for implementing the electrical work component of Typhoon Sinlaku New Houses, Weno Infrastructure and public buildings reconstruction interventions in Chuuk and maintaining the field equipment (RO Units, generators, Pumps, etc.), construction equipment and power tools at remote islands project sites.
Beginning on 10 April 2026, Typhoon Sinlaku impacted Chuuk State, Federated States of Micronesia (FSM), bringing heavy torrential rains and damaging gusts that caused widespread destruction across Chuuk Lagoon and the outer islands. The storm’s slow movement prolonged exposure, resulting in extensive damage to housing, public infrastructure, agriculture, and critical services across several communities in Chuuk State. Under the READY project funded by the United States Government (USG), IOM seeks to support the reconstruction of Weno infrastructure and public buildings.
Assist the Program Engineer and the Construction in the preparation and review of scopes of work, technical specifications, cost estimates, bills of quantities (BOQs), work schedules, and designs related to the electrical components of READY New houses, Weno infrastructure and public buildings reconstruction projects.
Conduct inspections of electrical works and installations to ensure compliance with approved designs, technical specifications, applicable electrical codes, safety requirements, and quality standards.
Provide technical support and guidance to Community Working Groups (CWGs), contractors, and IOM project teams on electrical installation, maintenance, and repair activities.
Monitor and verify the progress and quality of electrical works across multiple project sites through regular site visits and remote monitoring, and recommend corrective actions where necessary.
Support the installation, operation, maintenance, and troubleshooting of field and construction equipment, including generators, reverse osmosis (RO) units, water pumps, power distribution systems, and power tools.
Assess equipment performance and assist in planning preventive maintenance activities, including estimating fuel, lubricants, spare parts, and maintenance material requirements.
Carry out or support emergency and routine repairs of electrical and electromechanical equipment used in project implementation and provide technical recommendations on equipment replacement or procurement requirements.
Support the training and capacity-building of field personnel, CWGs, and project teams on the safe operation, maintenance, and troubleshooting of electrical systems, equipment, and power tools.
Assist the Procurement and Supply Chain Unit in the preparation of technical specifications and evaluation of electrical equipment and materials and verify compliance with required standards upon delivery.
Support inventory management and maintenance tracking of electrical equipment, tools, and materials, and provide regular updates on their condition, utilization, and availability.
Prepare technical inspection reports, monitoring reports, maintenance records, and other documentation required for effective project implementation and reporting.
Ensure compliance with IOM policies and procedures, including Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding, occupational health and safety requirements, and the promotion of a respectful working environment.
Undertake duty travel to project sites in Chuuk, as required.

Education
Master’s degree in Electrical Engineering, Electromechanical Engineering, Power Engineering, or a related engineering discipline from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience in practical construction or engineering field;
Professional engineering certification, electrical license, or membership in a recognized engineering association is an advantage.
Training or certification in occupational health and safety, electrical safety, project management, or quality management is desirable.
·Professional experience in electrical engineering, construction supervision, infrastructure development, or building services engineering.
Experience
Demonstrated experience in the installation, inspection, testing, operation, and maintenance of electrical systems for buildings and infrastructure projects.
Experience in preparing and reviewing technical specifications, electrical drawings, cost estimates, and bills of quantities (BOQs).
Experience in construction supervision, quality assurance and quality control (QA/QC), and contractor management.
Experience working on donor-funded projects, humanitarian, disaster recovery, reconstruction, or development programmes is an advantage.
·Experience working in remote, island, or resource-constrained environments is highly desirable.
·Experience with generators, solar power systems, water pumping systems, power distribution systems, and other electromechanical equipment is an asset
Excellent knowledge of design and visualizations software such as AutoCAD;
Knowledge of applicable codes, policies, standards and best practices related to project
