Project Context and Scope

Albania’s European Union accession process has entered an increasingly demanding phase, requiring stronger coordination across institutions, sustained analytical capacity and effective follow-up of commitments across negotiating clusters and chapters. At the same time, labour migration and regular labour pathways are increasingly relevant to Albania’s broader migration governance and EU approximation priorities. The consultant will therefore support the General Secretariat for European Integration in its centre-of-government coordination role, while also facilitating the effective use of Albanian diaspora expertise to contribute to analytical work, policy inputs, implementation follow-up and institutional learning. The project contributes to ongoing efforts to strengthen Albania’s migration governance framework, including by reinforcing policy, institutional and regulatory capacities related to regular labour pathways, labour mobility and the effective engagement of Albanian diaspora expertise in priority reform processes. Within this framework, the consultancy will provide both embedded technical support to the General Secretariat for European Integration at the Prime Minister’s Office and coordination support for Albanian Diaspora Experts engaged in the EU approximation process, ensuring that their inputs are demand-driven, coherent, high quality and aligned with institutional needs.

The consultancy will contribute to the successful realization of the project "Enhancing Policy and Regulatory Frameworks to Strengthen Regular Labour Pathways for Migrant Workers in Albania” (LM0620) through the support of the IOM Development Fund. WBL 1:3:2:001
Tasks to be performed under this contract
  • Lead Albanian Diaspora Experts Engaged
    • Pro-actively outreach and identify priority needs of potential beneficiary institutions in coordination, ensuring coherence with the profiles and functions of Diaspora Experts engaged under the project.
    • Get well acquainted with IOM’s pool of potential Diaspora fellows and propose suitable candidates to IOM for placement to potential beneficiary institutions.
    • Develop tailored Terms of Reference for Diaspora Experts in consultation with potential beneficiary institutions and IOM, defining expected outputs, timelines, reporting arrangements and coordination modalities.
    • Coordinate and guide the work of Albanian Diaspora Experts engaged under the consultancy framework, ensuring that their contributions respond to the needs of the General Secretariat for European Integration, relevant line ministries, agencies and other stakeholders involved in EU approximation and labour migration-related reform processes.
    • Support the review, where needed, and quality-assure technical inputs, research notes, reports, institutional analyses and other outputs prepared by Diaspora Experts, ensuring that they are relevant to agreed terms of reference, methodologically sound and suitable for use by beneficiary institutions.
    • Monitor the engagement, performance and contribution of Diaspora Experts to beneficiary institutions, assessing the relevance, quality and added value of their support and identifying opportunities for improvement.
    • Prepare regular progress updates and monthly reports to IOM, outlining activities undertaken, progress achieved by Diaspora Experts, specific requests received from beneficiary institutions, challenges encountered and recommendations for strengthening the effectiveness and sustainability of the support provided.
    • Prepare a Final Consultancy Report summarizing:
    • The contributions and achievements of the Team Leader and Diaspora Experts in supporting EU acquis alignment;
    • The quality and relevance of outputs produced;
    • Coordination challenges encountered;
    • Lessons learned and recommendations for follow-up support.

  • Support the General Secretariat for European Integration, Prime Minister’s Office 
    • Provide embedded technical and analytical support to the General Secretariat for European Integration in relation to Albania’s EU accession priorities, with particular attention to migration governance, labour mobility, regular labour pathways.
    • Support the preparation of notes, briefings, dashboards, progress summaries, coordination tools and other analytical products required by the General Secretariat for European Integration and relevant senior-level coordination mechanisms.
    • Facilitate coordination between the General Secretariat for European Integration, IOM, line ministries, agencies, ASPA and other relevant partners, including by supporting periodic consultations, information exchange and follow-up on emerging institutional needs.
    • Develop and apply common methodologies, templates, working arrangements and reporting practices to strengthen consistency, quality and coherence across accession-related and labour migration-related coordination processes.
    • Contribute to institutional learning and knowledge transfer by identifying relevant practices and lessons from EU Member States and comparable accession contexts, and by supporting their adaptation to Albania’s institutional and policy environment where appropriate.
 
Performance indicators for the evaluation of results
  • The consultant will be evaluated based on:
  • the quality and coherence of services provided; 
  • content and quality of reports; 
  • ability towards problem solving; 
  • periodical demonstration of professional skills
  • continuous maintenance of the relationship with all stakeholders.

Required Qualifications and Experience

Education

  • Advanced university degree in European affairs, public policy, law, economics, public administration, or other relevant field from an accredited academic institution.

Experience

  • Minimum of five years of progressively responsible professional experience in EU integration, public administration reform, policy coordination, migration governance, labour migration, diaspora engagement, or related fields.
  • Demonstrated experience in coordinating multidisciplinary teams, preparing analytical and policy-oriented documents, facilitating institutional consultations and working with government counterparts at senior technical level.
     

Skills

  • Strong analytical, drafting and policy coordination skills, with the ability to prepare clear, high-quality technical and briefing materials.
  • Sound understanding of EU integration processes, institutional coordination and public administration reform.
  • Ability to coordinate multidisciplinary experts, quality-assure technical inputs and support effective knowledge transfer to beneficiary institutions.
  • Strong stakeholder engagement, organizational and communication skills, including the ability to manage multiple priorities and work effectively with government counterparts, international organizations and technical experts.
     

Languages

For this consultancy, Full working proficiency in English and Albanian is required.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
