Project Context and Scope
Phase III builds on Phases I and II to strengthen return and reintegration support for survivors of modern slavery and human trafficking returning from the UK. As the final phase, it will consolidate previous tools and learning, with targeted capacity-building focused on identified gaps, including municipal-level coordination, practical case management, survivor-centred reintegration planning, referral follow-up and sustainable support mechanisms.
The consultant engaged by IOM Albania will contribute to the implementation of Output 1.1 in Albania.
Objective of the Consultancy
Design, planning, preparation and delivery of capacity-building materials and two one-day workshops in Tirana for identified stakeholders from Shkodra, Kukës, Lezhë, Dibër and Tirana under Phase III of the project Improving Reintegration Outcomes for Survivors of Modern Slavery – Phase III. The consultancy should be implemented as a continuation of the learning and materials developed under Phases I and II, with the objective of reinforcing sustainable, practical and locally anchored reintegration support.
1. First deliverable – Develop an inception note, workplan and capacity-building package, including methodology, agenda, materials and evaluation tools. Materials should build on Phases I and II, allow timely invitations, and address priority gaps such as municipal coordination, referral pathways and sustainability.

2. Second deliverable – Deliver two one-day workshops, administer evaluation tools, and collect participant data and feedback in line with IOM UK indicators. Submit a brief final report on delivery, feedback, results and sustainability recommendations.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
