The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.
The Technical Working Group (TWG) for the Inter-Agency Training on Cybercrime has been established to strengthen coordination among the Supreme Court, the Department of Justice, the Philippine National Police, the Ombudsman, and other relevant institutions in developing and implementing interinstitutional capacity building initiatives on cybercrime. The TWG aims to promote a coordinated and coherent approach to cybercrime training, while respecting the distinct constitutional and legal mandates and independence of each institution.
To support this objective, EU-GOJUST, through IDLO, will engage a Cybercrime Curriculum Review Consultant to undertake a comprehensive review and analysis of existing cybercrime-related training curricula, modules, and learning materials developed by the TWG member institutions.
This review will identify strengths, best practices, overlaps, gaps, and opportunities for enhancement and harmonization to ensure that future training programs are up to date, responsive to emerging cybercrime trends and legal frameworks, and relevant to the professional development needs of justice sector actors. The review will also assess the competencies, knowledge, and skills targeted by each curriculum, enabling a more comprehensive analysis of capacity-building needs beyond subject-matter coverage alone. This will help identify competency gaps, duplication, and opportunities for curriculum alignment and progression across justice sector institutions.
Ultimately, the assignment seeks to contribute to the development of a sustainable, relevant, and integrated cybercrime training framework that enhances the capacity of justice sector actors to effectively investigate, prosecute, and adjudicate cybercrime cases.
Under the direct supervision of the IDLO’s Country Manager and in collaboration with the Senior Program Advisor, the Field Program Coordinator, and the Capacity Development and Monitoring Unit, the Cybercrime Curriculum Review Consultant will undertake the following:
Throughout the implementation, the Cybercrime Curriculum Review Consultant is expected to integrate the EU-GOJUST's Gender Equality and Social Inclusion (GESI) Framework, whenever applicable, ensuring that the final output reflects inclusive and equitable justice outcomes.
