About this position

We are looking for a Economist Consultant with extensive experience in fiscal policy, macro-fiscal analysis, and public financial management. As an Economist Consultant, you will support the Fiscal Management Division (FMM) in providing analytical and technical assistance on fiscal rules, medium-term fiscal frameworks, debt sustainability and debt management, fiscal risks and contingent liabilities, public expenditure and budgeting, and the assessment of the macroeconomic and fiscal impacts of policy reforms. You will also contribute to policy dialogue, sovereign-guaranteed operations, and the development of analytical and knowledge products to strengthen fiscal institutions and support sound fiscal policymaking in LAC.

You will work in the Fiscal Management Division (FMM) part of the Institutions for Development department (IFD). This team is responsible for conceptualizing, preparing, supporting execution, and supervising Bank operations related to governance, public sector strengthening and reform, economic and fiscal issues, and capital market, financial institutions, and competitiveness development at the national, regional and local levels. As an IFD Division, IFD/FMM supports the governments of LAC to strengthen fiscal policy and management to promote economic growth and reduce inequality and poverty.

What you’ll do

• Prepare analytical and policy work on fiscal sustainability, fiscal rules, medium-term fiscal frameworks (MTFFs), and macro-fiscal risks in LAC countries.
• Conduct macro-fiscal diagnostics and projections covering revenues, expenditure efficiency, public debt sustainability, and key fiscal vulnerabilities.
• Assess fiscal risks and contingent liabilities, with particular attention to the fiscal impacts of natural disasters, climate change, and other macroeconomic shocks.
• Support the integration of disaster risk management and climate-related fiscal risks into fiscal planning, fiscal risk reports, and medium-term macro-fiscal frameworks.
• Evaluate fiscal rules and fiscal responsibility frameworks and provide recommendations to strengthen fiscal institutions and risk-informed fiscal policy.
• Provide analytical and technical support for the preparation and implementation of IDB sovereign-guaranteed and policy-based operations.
• Support the coordination of FISLAC activities, including publications, tools development and events and draft case studies that highlight successful approaches to enhancing expenditure management and minimizing waste.
• Prepare knowledge products and operational guidance on fiscal rules, MTFFs, fiscal risks, disaster risk management, and public financial management.
• Assisting in developing inputs, information, and databases for both projects and papers under the responsibility of IFD/FMM, as requested by the tema leader and in the organization of knowledge dissemination events (seminars, webinars, forums, among others) to share project results with client governments.
• Supporting the involvement of the IFD/FMM Division in all other initiatives within the IDB, and with other countries and international organizations, to nurture relationships and strengthen the body of knowledge and the state of the art in public financial management.

What you'll need

• Education: Master’s degree in economics, finance, public policy, international development or other fields relevant to the responsibilities of the role.
• Experience: At least 5 years of professional experience in macroeconomics and fiscal policy issues, fiscal institutions, fiscal rules and financial planning, budgeting, debt analysis, expenditure reforms, public policy and strategic policy communication; experienced knowledge of debt sustainability analysis, efficiency analysis of public expenditures, and expenditure reforms. Knowledge of project appraisal and risk management, including scenario analysis, and experience in designing and elaborating medium-term frameworks it is a plus.
• Languages: Proficiency in English.

Type of contract and duration

• International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
