Purpose

The ICRC is looking for a Protection Field Officer to be based in its Myitkyina office. Under the supervision of the Field Team Leader, the Protection Field Officer contributes to the implementation and monitoring of ICRC protection activities in Area of Responsibility (Kachin state). This includes monitoring conflict-related developments, maintaining a network of interlocutors in the field, integrating protection into the multidisciplinary activities of the ICRC, implementing restoring family links activities, and supporting the ICRC’s detention activities including detention visits and, the family visit and safe return home programmes.

Accountabilities & functional responsibilities

• Implement protection activities in Kachin State under the supervision of his/her line manager.
• Monitor and contribute to the analysis of the security, socio-economic, cultural and political environment in Kachin State relevant to the ICRC and reports to line manager and other relevant team members on any developments.
• Develop and maintains contact with authorities at municipal/regional level, local/regional RC branches, population, other humanitarian agencies and other relevant interlocutors.
• Analyze and contribute to written internal reporting and programmatic activities.
• Coordinate with and provide advice to other ICRC departments to support a multidisciplinary response
• Contribute to the Sub-Delegation communication efforts by conducting disseminations, presentations on Protection activities and ICRC mandate.
• Prepare, participate and report on all aspects of field mission.
• Support the ICRC’s Family Visit (FVP) and Safe Return Home (SRH) Programs through meeting with beneficiaries, providing assistance to them and completing related administrative tasks as well as conducting Interview Without Witness (IWW) session.
• Contribute to ICRC detention activities in Kachin State
• Conduct tracing activities and documents activities undertaken.

Scope & impact

• Remit: local, national and regional.
• In charge of small-to-medium protection activities (detention, protection of the civilian population, restoring family links, missing and/or urban violence).
• May have financial responsibilities.

Relationships

• Internally, interacts with stakeholders on matters related to protection.
• Externally, interacts with a network of contacts at local level, such as authorities, civilians, etc., under the supervision of their line manager (subject to staff risk management).

Professional experiences and Education required

• Bachelor’s degree in Social Sciences, Law, International Relations, Political Science, or another relevant field (Master’s degree preferred).
• At least 3–5 years of professional experience in humanitarian, protection, or field operations—preferably with the ICRC, UN agencies, or INGOs.
• Proven experience in case management, data collection, and documentation of protection concerns, particularly in conflict-affected or sensitive contexts.
• Strong knowledge of International Humanitarian Law (IHL), human rights, and protection principles, with practical understanding of their application in the field.
• Excellent communication, negotiation, and networking skills, with the ability to engage effectively with authorities, community leaders, and affected populations.
• Proficiency in English and Kachin as well as Myanmar languages, along with good analytical, reporting, and computer skills (MS Office, data management tools).
• Previous ICRC experience is a strong asset, particularly in protection and detention work.
