The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. Guided by the Geneva Conventions and the Fundament Principles of the International Red Cross and Red Crescent Movement, we operated in some of the world’s most complex humanitarian contexts.
To ensure our programmes are people-centered, inclusive and evidence-based, we are looking for experienced Monitoring, Evaluation, Accountability and Learning (MEAL) professionals to join a roster of coordinators in our Accountability, Analysis and Evidence Unit, for eventual rotating deployments (typically 18 months per assignment) in ICRC countries of operations.
The Accountability, Analysis and Evidence (AAE) Unit contributes directly to ICRC’s ability to operate as a principled and impartial humanitarian actor by supporting decision-making on prioritization and resource allocation towards those most affected by conflict. It strengthens programme quality by systematically integrating community perspectives into assessments, monitoring and decision-making processes optimizing the delivery of programs that are timely, relevant and effective. It helps the ICRC demonstrate the effectiveness of its response through monitoring and adaptation based on community feedback, so the ICRC remains accountable to people affected by conflict, donors, partners and the public.
As the coordinator, you will lead the delegation’s Accountability, Analysis and Evidence function to strengthen processes, methods and analytical foundations that underpin the quality of ICRC programmes. You will coordinate a multidisciplinary team of specialist and work across all operational programmes to ensure ICRC’s humanitarian operations are grounded in evidence, inclusive and relevant to the diversity of people affected by conflict. In this strategic leadership role, you will work closely with operational management and multidisciplinary teams to ensure that humanitarian decisions are informed by robust analysis, community perspectives and high-quality evidence.
This is not a typical MEAL role. We are looking for a professional who views traditional humanitarian processes, such as needs assessment and outcome monitoring activities, as critical engagement interfaces with diverse people affected by conflict. As such, you will bring expertise in qualitative and quantitative data collection methodologies but will have a dogged interest in understanding how people affected by conflict experience humanitarian services. You will possess advanced data analytical skills but will have a keen interest to use evidence to overcome persistent sector challenges such as accountability to affected people, do-no-harm, exclusion, and adaptive programming. You won’t just collect, analyse and tinker data--you will use it to improve programme quality.
