JOB CONTEXT:
HI’s Regional Programme (Mashriq) coordinates missions in 4 different countries (Egypt, Jordan, Lebanon, and Syria). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2026 of 12M Euros with 300 staff.
The main sectors of intervention are integrated rehabilitation and MHPSS, inclusive education, Economic inclusion including basic needs and economic recovery), Humanitarian mines actions and Inclusive Humanitarian Actions/Inclusive governance.
Education is one of the core sector of intervention in most of the countries within the region. HI currently implements inclusive education projects in Jordan, Lebanon and Syria, while seeking to develop interventions in Egypt. In Syria, HI is supporting Education in Emergencies (EiE) partners (international INGOs and local NGOs) to make their EiE intervention inclusive of children with disabilities, through a mix approach of technical capacity building to partners and direct operational support to children with disabilities and their caregivers.
YOUR MISSION:
Based on the evolution of the context in the region, the Regional Rehabilitation Specialist will have to support the development of the Operational strategy and the revision of the sectorial strategy developed in the previous years to be adapted to the evolution of the context, especially in Lebanon.
Under the line management of the Technical Head of Program (THoP), you contribute to the implementation of the mandate of HI and the operational strategy of HI MASHRIQ program in your field of expertise, while respecting the HI DGA policy. You ensure optimal quality and impact of the projects implemented in the countries, through a delegation system with appropriate control mechanisms.
You share with all HI managers the responsibility of a sound management and successful functioning of the global organization. The post holder leverages expertise in Rehabilitation to offer strategic and/or operational support to the countries in MASHRIQ (Lebanon, Palestine, Jordan, Egypt, and Syria), according to needs jointly defined with the THoP and the Global Specialist.
Mission 1: Expertise
1.1 Contributes to the regional strategies and countries mission strategies when relevant in line with the global strategies
1.2 Ensure technical support to projects in line with the global technical frameworks and standards on Rehabilitation
1.3 Support the design and contextualization of technical tools, training, materials and other relevant documents, and disseminate them among the mission/humanitarian regional community (as needed) upon prior validation by the relevant HQ Technical Specialists.
1.4 Ensure technical learning from projects
1.5 Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmers under Rehabilitation activities
1.6 Ensure compliance of the technical proposition with nexus stakes
1.7 Contributes to the development of research and innovation projects at country and region level, when relevant, in the MHPSS expertise.
1.8 Contribute to the Technical Divisions professional channel animation
Mission 2: Influence
Contribute to the local external prestige and influence of HI’s expertise in the field of expertise and foster technical partnerships between HI and other actors.
Mission 3: Business Development
Ensure the development of major opportunities or new projects in the region in Rehabilitation sector. Be up-to date on the last international practices and directions and opportunities under his sectorial scope. Use this knowledge to guide the mission towards new and more relevant and efficient technical programming. Ensure relevance of technical practices at project design stage and on strategy development.
Mission 4: Emergency preparedness and response
Contribute to the support or implementation of emergency preparedness actions in the region and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.
