INTRODUCTION

The Global Green Growth Institute (GGGI) is implementing the CJK-Southeast Asia Carbon Market Cooperation Initiative, a project funded by the Children's Investment Fund Foundation (CIFF) and delivered in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The initiative has been under implementation since September 2025.

The initiative supports carbon market development and policy cooperation across China, Japan, and the Republic of Korea (CJK), together with Southeast Asian partner countries including Indonesia, Vietnam, Thailand, and the Philippines. It is delivered in partnership with ESCAP and supported by an Expert Working Group (EWG), which convenes technical experts from across the CJK and Southeast Asia partner countries to advise on the project's analytical outputs. The initiative carries a multi-year mandate spanning a seven-country policy brief series to be launched at APEC 2026, a carbon finance diagnostic in 2027, and support for Emissions Trading System (ETS) development from 2027 to 2029.

POSITION SUMMARY

The Senior Advocacy Officer will lead advocacy, communications, and knowledge-sharing efforts for the CJK-Southeast Asia Carbon Market Cooperation Initiative, positioned to draw the link between CJK and Southeast Asia and build shared understanding and cooperation across both sub-regions.

The role requires building the visibility of the initiative among policymakers, donors, and regional stakeholders, and producing high-quality knowledge products that communicate the project's technical work to non-technical audiences.

PURPOSE

The purpose of this position is to lead advocacy and communications for the CJK-Southeast Asia Carbon Market Cooperation Initiative, drawing the link between CJK and Southeast Asia and ensuring the project's outputs reach and influence policymakers across both sub-regions.

The Senior Advocacy Officer ensures the initiative's visibility, messaging, and knowledge products support its policy cooperation and carbon market development objectives.

ENGAGEMENT

• Coordinate with GGGI's communications and knowledge management functions to align advocacy products with institutional standards.
• Liaise with CIFF on project visibility requirements and donor communications expectations.
• Engage ESCAP counterparts on joint advocacy and knowledge products arising from the initiative.
• Work closely with the Project Manager and the Asia Climate Partnerships Senior Officer, leading content and messaging design for events for which the Asia Climate Partnerships Senior Officer leads stakeholder identification and government engagement.
• Represent GGGI's advocacy interests in APEC-related convenings, media and press engagements, and knowledge-product launches relevant to the initiative.

DELIVERY

• Develop and implement an advocacy and communications strategy for the initiative.
• Draw the link between CJK and Southeast Asia in messaging and knowledge products, building shared understanding and cooperation across both sub-regions.
• Design and deliver messaging, programming content, and public-facing materials for high-level dialogues and side events, in coordination with the Asia Climate Partnerships Senior Officer on stakeholder participation.
• Produce knowledge products, briefs, and outreach materials that translate technical carbon market work into accessible policy messaging.
• Track and report on the visibility and policy uptake of the initiative's outputs.
• Contribute to risk management, monitoring and evaluation, and continuous improvement of delivery processes.

REQUIREMENTS

QUALIFICATIONS

• Master's degree in Communications, Public Policy, International Relations, or a related field.
• Preferably 7 years of professional experience in advocacy, communications, or knowledge management, ideally on climate or development topics spanning the Asia-Pacific region.
• Minimum of two (2) years of living and working outside of their country/countries of nationality (periods of study would not be included).
• Demonstrated experience producing policy-facing knowledge products and managing multi-country advocacy campaigns.
• Demonstrated experience organizing public-facing convenings, side events, and advocacy campaigns in international settings such as APEC.
• Familiarity with carbon markets or climate finance would be an advantage.
• Excellent written and verbal communication skills in English, with strong editorial judgment.
• Strong Korean language skills would be an advantage.

WORKING CONDITIONS

This role is a G9 grade level in GGGI's international salary scale, details of which can be found in the GGGI Staff Rules on GGGI’s website. In addition, for international hires, GGGI offers a competitive expatriate package that includes a 20% annual base salary expatriate allowance, relocation support, and financial assistance for children's education. Eligible staff also receive annual home leave travel support, health insurance, a 15% organizational retirement contribution, and 27 days of annual leave, all governed by GGGI staff regulations. The appointment is for 24 months, renewable, subject to satisfactory performance and budget availability.
