The GGGI was established as an intergovernmental organization to promote a model of economic growth known as “green growth”. The green growth model integrates variables measuring economic growth, environmental sustainability, poverty reduction, and social inclusion. GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI aims to design and deliver programs and services that enable new pathways for pro-poor economic growth.

In Mexico, GGGI works closely with the Ministry of Energy (SENER) to strengthen national energy planning and financing mobilization, improve analytical tools, and support the country's transition toward a low-carbon and resilient energy system. Within the framework of this collaboration, GGGI will support SENER in developing technical elements to strengthen the Renewable Hydrogen National Policy, currently under development, and generating strategic inputs to promote its implementation.

Renewable hydrogen, aligned with international best practices, has emerged as a strategic opportunity to drive Mexico's energy transition, strengthen energy sovereignty, reduce dependence on imported fossil fuels, promote industrial competitiveness, and contribute to achieving the country's climate commitments. Moreover, renewable hydrogen can play a key role in decarbonizing hard-to-abate sectors, including refining, heavy industry, chemicals, mining, and heavy-duty transport, while fostering the development of new industrial value chains and attracting sustainable investment.

GGGI is looking to hire an individual consultant to provide technical assistance in preparing inputs that will strengthen policy development. The consultant's role will involve producing analytical materials for drafting the document, enhancing its technical and strategic content, and offering recommendations to improve its overall quality.

The goal of this consultancy is to provide technical assistance to SENER in developing inputs for Renewable Hydrogen National Policy. This will be achieved through evidence-based analyses, consultations, and coordination with key stakeholders. The consultancy will also formulate technical recommendations aimed at promoting the deployment of renewable hydrogen technology, strengthening institutional capacities, and facilitating the implementation of priority pilot projects.

Deliverables and Payment schedule

Activities

The consultancy must carry out at least the following activities for the different components:

  • Identify and assess existing renewable hydrogen initiatives in Mexico.

  • Assess regional production and consumption potential of renewable hydrogen in Mexico.

  • Review the applicable legal and regulatory framework and generate improvement recommendations.

  • Review international best practices and identify those with potential application to the national context.

  • Conduct a technical assessment of the national value chain for the renewable hydrogen industry in Mexico and identify opportunities for regional hydrogen valleys.

  • Generate strategic recommendations to promote productive value chain for the renewable hydrogen industry, considering policy, regulatory, institutional, and market opportunities.

  • Design and suggest strategic monitoring indicators for the Renewable Hydrogen National Policy and project implementation.

  • Assess certification requirements for renewable hydrogen projects and suggest a national certification strategy.

  • Attend and coordinate necessary meetings with stakeholders to advance with project’s objectives.

Deliverables

Under the primary supervision of Mexico - GGGI’s Climate Finance and Policy Officer and SENER’s Undersecretariat for Planning and Energy Transition, the consultant will develop the following deliverables:

Deliverable 1. Methodological Proposal

The consultant will submit an inception report outlining the proposed methodological approach for carrying out the assignment, including the work plan, implementation schedule, stakeholder engagement strategy, information requirements, proposed analytical methodology, coordination mechanisms with SENER and GGGI, identified risks, and mitigation measures. The report shall demonstrate a clear understanding of the assignment and provide the basis for implementation.

Deliverable 2. Assessment of existing renewable hydrogen initiatives in Mexico (baseline) and initial regional production potential.

The consultant will conduct a technical assessment of the current status of renewable hydrogen projects and initiatives in Mexico. This assessment will include both quantitative and qualitative evaluations of their value chains. Additionally, the consultant will identify the regional or subnational areas with the highest potential for renewable hydrogen production and consumption, taking into account the availability of renewable energy sources and water resources. This assessment will serve to build a baseline and identify regional production potential for the Renewable Hydrogen National Policy.

Deliverable 3. Analysis and Recommendations for the Regulatory Framework of Renewable Hydrogen in Mexico.

The consultant will review the current legal and regulatory framework and identify existing gaps that hinder the effective development of the renewable hydrogen value chain. This analysis will cover the entire value chain, including production, storage in various forms, transportation, distribution, and uses of renewable hydrogen and its derivatives. Additionally, the consultant will propose updates or new regulations based on best international practices that can be adapted to the Mexican context. If needed, the consultant will participate in meetings with both national and international experts and will organize the information gathered during the analysis to facilitate its implementation.

Deliverable 4. Technical assessment of the renewable hydrogen value chain in Mexico.

The consultant will prepare a comprehensive technical assessment of the renewable hydrogen value chain in Mexico. The analysis shall include, at least, a comprehensive review of existing and potential final demand, resource availability and its competition with human or other sectors' consumption, existing local industrial capacities and available or potential logistics infrastructure (transport and storage). The analysis shall identify competitive regions or valleys within the country for producing renewable hydrogen, based on their competitiveness, and opportunities to develop strategic industrial clusters.

Deliverable 5. Recommendations to promote the renewable hydrogen value chain in Mexico.

Based on the previous deliverable, the consultant will generate strategic recommendations, including but not limited to policy and regulatory requirements, necessary institutional arrangements, economic and fiscal incentives, and identified market opportunities. These recommendations will aim to establish enabling conditions to advance the country's renewable hydrogen industry. The report will also consider international best practices from other countries that could be successfully adopted in Mexico.

Deliverable 6. Monitoring indicators for the Renewable Hydrogen National Policy.

The consultant will develop monitoring indicators to evaluate the implementation of the Renewable Hydrogen National Policy. The purpose of these indicators is to measure the policy's impact on promoting the deployment and scalability of the renewable hydrogen industry in Mexico. The consultant will create and recommend strategic indicators that assess the social, environmental, and operational outcomes of renewable hydrogen projects, ensuring alignment with the goals of the energy transition policy. The set of indicators will encompass both the progress of policy implementation and the impact of renewable hydrogen projects.

Deliverable 7. Certification strategy for renewable hydrogen national projects.

The consultant will analyze the certification requirements for renewable hydrogen projects based on available international standards. The goal of this report is to provide a strategic roadmap outlining the steps taken by the Ministry of Energy and any other relevant institutions to ensure that all renewable hydrogen projects operating within the national territory are properly certified in accordance with the highest international standards. The report will include a mapping exercise of certification initiatives currently operating in Mexico, as well as an overview of the legal, normative, and institutional arrangements required to establish official certification procedures.

Suggested Methodology

The consultant is expected to adopt an evidence-based, participatory, and policy-oriented methodology throughout the assignment. The proposed methodology shall build upon the technical inputs, strategic priorities, and guidance provided by the General Directorate for Energy Transition (Dirección General de Transición Energética - DGTE) of the Ministry of Energy (SENER), ensuring that all analyses and recommendations are fully aligned with the Directorate's policy objectives and ongoing technical work.

The methodology should combine desk research, technical analysis, stakeholder consultations, and policy development activities. International best practices and successful renewable hydrogen policy frameworks should be reviewed and adapted to the Mexican context, considering national priorities related to energy sovereignty, industrial competitiveness, decarbonization, and sustainable economic development.

For the value chain assessment, the consultant shall apply a systematic analytical approach to identify priority sectors, evaluate production and demand opportunities, assess infrastructure and market conditions, and identify regulatory, institutional, and technical barriers for renewable hydrogen deployment in Mexico.

Throughout the consultancy, close coordination with GGGI and DGTE shall be maintained to validate intermediate results, incorporate technical feedback, and ensure that all deliverables respond to SENER's priorities. The consultant shall also facilitate technical discussions with relevant stakeholders as required to strengthen the evidence base and support consensus-building for the Renewable Hydrogen National Policy.

Expertise required

The description of the required expert may be split into the following parts:

  • Master's degree or higher in Energy Engineering, Chemical Engineering, Environmental Engineering, Economics, Energy Policy, Public Policy or related fields.

  • At least 5 (five) to 8 (eight) years of professional experience in energy policy, renewable energy, hydrogen technologies, industrial decarbonization or climate change mitigation.

  • Individuals based in Mexico are preferred for this post as this position requires that the consultant engage with Mexican stakeholders based in Mexico City, mainly.

  • Demonstrated experience preparing national policies, strategies, roadmaps or regulatory frameworks.

  • Experience working with government institutions and facilitating multi-stakeholder consultation processes.

  • Knowledge of renewable hydrogen production technologies, industrial applications, energy systems, and energy transition policies.

  • Previous experience in Mexico or Latin America is highly desirable.

  • Excellent analytical, technical writing and communication skills in English and Spanish.

  • Demonstrated ability to build collaborative working relationships with government counterparts.

  • Demonstrated capacity to facilitate in-depth, outcome-oriented stakeholder dialogues.

  • Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with GGGI even after the contract ends.
