PROJECT BACKGROUND

GGGI, designated as the executing entity by the Ministry of Environment and Natural Resources of the Government of the Dominican Republic, is implementing a 48-month technical assistance program “Dominican Republic’s Country Platform – Strengthening institutional capacity and developing a national climate investment pipeline to advance the NDC and strategic climate frameworks”. The program, funded by the Green Climate Fund (GCF) Readiness and Preparatory Support Programme, aims to strengthen institutional capacity, coordination mechanisms, strategic frameworks, and investment pipeline development to accelerate climate finance mobilization for implementation of the NDC and other national climate priorities.

GGGI will support the Government of the Dominican Republic through the following complementary workstreams:

  1. Establishing and operationalizing the Country Platform for Climate Finance as an inclusive coordination mechanism to strengthen alignment, stakeholder engagement, and climate investment matchmaking.

  2. Developing and validating the NDC Investment Plan, including investment priorities, a costed pipeline, potential funding sources, expected impacts, KPIs, and an indicative financing timeline.

  3. Designing and advancing strategic policy instruments to strengthen the enabling environment for climate finance, including carbon and biodiversity market regulations, a National Article 6 Strategy, thematic bonds support, sustainable banking tools, and green incentive recommendations.

  4. Supporting the accreditation readiness of two national financial institutions to strengthen direct access to climate finance and country ownership.

  5. Updating the Dominican Republic’s GCF Country Programme and strengthening national programming dialogue, project prioritization, and investment pipeline development.

  6. Developing climate scenario models, vulnerability assessments, pre-feasibility and feasibility inputs, and one high-quality funding proposal for submission to the GCF or other climate funds.

  7. Strengthening NDA systems and tools for oversight, monitoring, reporting, and integration of climate, environmental, and disaster-risk information into public investment processes, while generating knowledge products and South-South exchange to support long-term implementation.

POSITION SUMMARY

Based in Santo Domingo, the Public Finance Officer will support the coordination and implementation of the GCF Readiness program led by the Ministry of Environment and Natural Resources, with GGGI technical support. The Public Finance Officer will deliver technical assistance to the Government of the Dominican Republic to integrate environmental, social and climate change considerations in public finance processes and instruments.

The Officer will work within the premises of the Ministry of Environment and Natural Resources, and report to the Green Investment Senior Officer and Project Manager. The Public Finance Officer will work within and coordinate a team of local consultants.

PURPOSE
  • Provide technical support for the implementation of the GCF Readiness project into the public sector, ensuring that activities and deliverables are completed in accordance with the approved Logframe, implementation plan, budget, and GGGI and GCF quality standards.

  • Provide technical inputs and analysis into the project on public finance, supporting the MMARN in the integration of climate, environmental, disaster-risk, and gender and social inclusion considerations into investment planning, appraisal, budgeting, monitoring, and reporting processes, in coordination with the Ministry of Finance and Economy.

  • Conduct research and analysis and prepare defined technical inputs to support the development and validation of the Dominican Republic’s NDC Investment Plan, linking national climate priorities with costed investment pipelines, financing sources, financial instruments, implementing partners, expected impacts, KPIs, and an indicative financing timeline.

  • Coordinate the update of the GCF Country Programme and the development of an investment-ready climate project pipeline and contribute with technical inputs for the preparation of one high-quality Funding Proposal for submission to the GCF, GEF, Adaptation Fund, or another relevant climate fund.

  • Provide technical coordination for pre-accreditation support to the nominated public or public-private financial institutions, ensuring alignment with the GCF Revised Accreditation Framework and relevant fiduciary, environmental and social safeguards, and gender requirements.

  • Ensure coherence between the public finance workstream and related activities on the Country Platform, sustainable finance, GCF accreditation, climate scenario modelling, project preparation, and knowledge exchange.

ENGAGEMENT
  • Directly report to the Green Investment Senior Officer and Project Manager.

  • Establish and maintain strong working relationships with the National Designated Authority and government institutions responsible for finance, economic planning, public investment, budgeting, and priority sector policies.

  • Organize and provide technical support for working groups, consultations, and validation processes related to the NDC Investment Plan, GCF Country Programme, public investment systems, DAE accreditation, and climate project prioritization.

  • Support engagement with candidate Direct Access Entities, Accredited Entities, the GCF Secretariat, and other relevant climate funds on accreditation and project preparation requirements.

  • Provide coordination support for consultations with development banks, financial institutions, multilateral development banks, bilateral partners, climate funds, and private investors to identify suitable financing sources and instruments for priority climate investments.

  • Work closely with the Green Investment Senior Officer and Project Manager, Sustainable Finance Officer, Accreditation Associate, MEL Associate, sector specialists, consultants, and relevant GGGI regional and headquarters teams to integrate technical inputs and ensure coordinated delivery.

  • Participate in relevant government meetings, Country Platform sessions, technical workshops, South-South exchanges, and national, regional, and international events.

  • Promote inclusive and gender-responsive stakeholder participation and ensure that consultation processes contribute to national ownership and institutional sustainability.

DELIVERY
  • Apply established methodologies of the NDC Investment Plan methodology and workplan and support in coordinating the drafting, costing, validation, finalization, and dissemination of the Plan.

  • Coordinate the review and update of the Dominican Republic’s GCF Country Programme, including the assessment of national strategies and investment priorities, stakeholder consultations, and validation of the updated document.

  • Conduct assessments and prepare technical recommendations to support the strengthening of public investment processes and related digital systems to integrate climate, environmental, and disaster-risk information, including IT requirements, data protocols, operational guidance, user manuals, maintenance arrangements, and training, under the guidance of the Project Manager and relevant technical specialists.

  • Support the preparation and monitoring of the delivery of gap assessments, institutional action plans, the national accreditation roadmap, and the development or strengthening of fiduciary, ESS, and GESI policies and operational manuals for the candidate public or public-private financial institution, working closely with specialized service providers.

  • Support the assessment and prioritization of green and climate investment opportunities, through technical analysis and stakeholder inputs. Compile and organize technical contributions, including climate scenario modelling, vulnerability assessments, pre-feasibility and feasibility studies, financial and economic analyses, climate rationale, and safeguards into one high-quality Funding Proposal.

  • Provide public finance inputs to the Country Platform’s project appraisal and screening processes and contribute to related work on sovereign thematic bonds, and green incentive policy recommendations.

  • Prepare technical Terms of Reference, participate in procurement evaluations, monitor consultants and firms, review technical products, and coordinate validation process and follow-up actions with government counterparts, in collaboration with the Finance, Administration and Procurement Associate.

  • Coordinate capacity-building activities, policy dialogues, stakeholder workshops, and South-South knowledge exchanges related to public finance, climate investment planning, accreditation, and project preparation.

  • Prepare or contribute to project progress reports, technical briefs, donor submissions, and GCF deliverables, ensuring that results, evidence, lessons learned, and stakeholder feedback are properly documented.

QUALIFICATIONS
  • Bachelor’s degree in economics, Finance, Public Administration, or other related fields.

  • An advanced degree in Finance, Public Administration, Economics, Sustainable Development, or another relevant field.

  • At least 5 years of professional experience in the public finance sector, preferably at the Ministry of Finance and Economy or Central Bank.

  • Professional or academic experience in sustainable finance is an asset.

  • Verbal and written fluency in English and Spanish.

  • Familiarity with the GCF is a plus.

WORKING CONDITIONS

The Public Finance Officer is a National Position at G8 grade level in GGGI’s national salary scale. The salary range for the position starts at USD 37,341 per annum, depending on qualifications, experience and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
