The Global Voluntary Carbon Market (GVCM) Unit supports the development and operationalization of a Paris-aligned voluntary carbon market framework that enhances environmental integrity, transparency, and country-driven cooperation. The Unit works closely with national governments, international organizations, and key stakeholders to strengthen alignment between voluntary carbon markets and Article 6 of the Paris Agreement, while supporting institutional design, capacity building, and international engagement.

POSITION SUMMARY

The Methodology and MRV Officer will provide technical expertise to the GVCM Unit in the review, assessment, and application of carbon crediting methodologies, project eligibility requirements, and monitoring, reporting and verification (MRV) frameworks for high-integrity carbon market activities aligned with the Paris Agreement.

The position will also contribute to the development of GVCM technical standards and procedures, requiring sound knowledge of carbon crediting methodologies and MRV standards, and will conduct technical review of GVCM pilot projects, including their methodology and MRV components, applying a broad and practical understanding of carbon crediting mechanisms.

The position contributes to GGGI’s mission by supporting the development of credible, transparent, and environmentally robust carbon market activities under the GVCM initiative.

The position will work in close coordination with the Senior Officer within the GVCM Unit and reports to the Head of Unit.

PURPOSE

To provide technical expertise on the development and application of methodologies, and on MRV, for registered GVCM pilot projects, supporting MRV processes throughout the crediting period to ensure emissions reductions are quantified accurately and remain consistent with internationally recognized carbon crediting standards and best practices.

To support the development of GVCM technical standards and procedures (including, but not limited to, methodology and MRV standards) and contribute to the technical review of GVCM pilot projects, bringing practical understanding of carbon crediting mechanism design, methodology, and MRV.

To contribute technical expertise to the design, composition, and technical deliberations of the GVCM Technical Review Committee, particularly on methodology and MRV matters.

ENGAGEMENT

The Methodology and MRV Officer will:

• Coordinate with UNFCCC Secretariat and relevant international bodies on the development of GVCM technical standards and procedures, to help ensure alignment with prevailing international practice and standards.
• Engage with the GVCM pilot project proponents and technical teams to support the review of methodology application and MRV implementation at the project level.
• Coordinate with technical experts, validation and verification bodies (VVBs), standard organizations, and other relevant stakeholders on methodology and MRV-related matters.
• Engage with partner countries, project developers, and private sector stakeholders regarding project eligibility, methodology application, and monitoring requirements to support technical discussions.
• Coordinate with internal and external partners and stakeholders to provide technical inputs for meetings, workshops, and consultations related to carbon market project development and implementation.
• Coordinate with the relevant GGGI teams to ensure the technical consistency and quality of GVCM activities.
• Coordinate with the GVCM Technical Review Committee on methodology and MRV matters, including contributing to its composition and design, and collaborating with technical expert groups (TEGs) and external stakeholders to inform Committee deliberations.

DELIVERY

Review and Assessment of GVCM Methodology Development

• Provide technical review and inputs on the development, adaptation, and ongoing refinement of GVCM methodologies, benchmarking against internationally recognized standards (e.g., PACM, CDM), and support the GVCM Technical Review Committee's methodology-related review.
• Identify methodological gaps and opportunities, and support the development of GVCM methodologies and methodological tools for priority sectors and technologies.

Technical Support for Pilot Crediting

• Conduct holistic technical review of GVCM pilot crediting activities — covering project design, methodology application, and MRV implementation together — to assess technical soundness and provide recommendations on baseline, additionality, leakage, permanence, and environmental integrity.
• Validate the overall soundness of the GVCM methodology framework based on lessons drawn from pilot crediting activities, and feed these findings back into the continuous improvement of GVCM methodologies and implementation guidelines.

MRV Framework and Technical Review

• Provide technical inputs on MRV and digital MRV (dMRV) requirements for GVCM implementation guidelines and standards, and support the GVCM Technical Review Committee's MRV-related review.
• Oversee the technical review of MRV frameworks, monitoring plans, and quality assurance/quality control (QA/QC) approaches for GVCM pilot projects, ensuring consistency with internationally recognized MRV practice.

REQUIREMENTS

QUALIFICATIONS

• Master’s degree in environmental science, engineering, energy, climate change, economics, or a related field.
• At least 7 years of relevant professional experience in carbon markets, climate change mitigation, carbon crediting mechanisms, MRV, methodology, or related technical fields.
• Demonstrated experience in the review, assessment, validation, verification, development, or application of carbon crediting methodologies under internationally recognized standards.
• Demonstrated understanding of carbon credit mechanisms in practice — including project structuring, methodology application, and MRV implementation — sufficient to support both the development of GVCM technical standards and procedures and the technical review of GVCM pilot projects.
• Proven record of working experience in carbon crediting methodology with international stakeholders.
• Experience reviewing project design documents (PDDs), monitoring plans, validation reports, verification reports, or technical feasibility assessments.
• Knowledge of GHG accounting and emissions reduction quantification principles, baseline setting, additionality assessment, and MRV systems.
• Strong written and verbal communication skills in English.

PREFERRED QUALIFICATIONS

• Direct experience applying or assessing carbon crediting methodologies specifically under the Paris Agreement Crediting Mechanism (PACM).
• Experience working with validation and verification bodies (VVBs), designated operational entities (DOEs), carbon standards organizations, or international carbon market consulting organizations.
• Experience contributing to the design or review of crediting mechanism implementation guidelines/rules under mechanisms other than GVCM (e.g., PACM, CDM, or equivalent national/international mechanisms).
• Familiarity with CORSIA eligibility criteria and the ICVCM Core Carbon Principles (CCP), or experience supporting alignment with these frameworks.

• Broad, practical understanding of carbon market project development — able to assess a project holistically across methodology, MRV, and implementation feasibility, not only from a narrow technical specialty.
