Project: National Assessment of Carbon Biomass Potential in Uganda
Duty Station: Uganda
Contract Duration: 9 months from the contract signing date
Consultant Level: 4 Senior National Individual Consultant
Total Fees: USD 60,000
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. Biomass resources—including forests, woodlands, agricultural residues, grasslands, wetlands biomass, energy crops, agroforestry systems, and organic wastes—form an important part of Uganda’s natural capital and energy system. They also offer opportunities for carbon sequestration, climate change mitigation, and participation in voluntary carbon markets and Article 6 mechanisms under the Paris Agreement. However, consolidated national-level information on biomass carbon stocks, sequestration potential, and emissions-reduction potential remains limited. The Ministry of Water and Environment, in partnership with GGGI, therefore intends to undertake a comprehensive national assessment to inform climate policy, investment planning, carbon-market participation, and sustainable land-management strategies.
The overall objective of the assignment is to assess and quantify Uganda’s national biomass carbon potential and use the resulting evidence to update the existing GCF concept note, “Scaling Low-Carbon Clean Cooking Transitions in East Africa through Sustainable Sourcing and Utilization of Biomass Fuels.” Specifically, the consultant will: (i) identify, review, and map existing biomass resources and relevant datasets across Uganda; (ii) estimate current above- and below-ground biomass carbon stocks by land-use and biomass-resource category; (iii) assess carbon-sequestration and emissions-reduction opportunities, including afforestation, reforestation, improved forest management, forest restoration, and displacement of unsustainable traditional biomass use; (iv) determine the sustainable availability and geographic potential of biomass feedstocks for clean cooking and bioenergy, including ethanol, biomass pellets, and other climate-mitigation initiatives; (v) identify environmental, social, land-use, food-security, supply-chain, policy, regulatory, market, and investment considerations affecting sustainable biomass development; (vi) develop practical policy, investment, and implementation recommendations for government, private-sector actors, and development partners; and (vii) revise the existing GCF concept note using validated Uganda-specific findings, including updated baseline information, feedstock potential, mitigation and adaptation estimates and assumptions, project rationale, activities, expected results, risks and safeguards, stakeholder engagement, implementation arrangements, financing needs, investment opportunities, and alignment with national priorities and current GCF requirements. The assignment will include literature, data, policy, and concept-note review; GIS and remote-sensing analysis; biomass-resource mapping and quantification; application of recognized IPCC guidance, National Forest Inventory data, biomass-conversion factors, and emission factors; field sampling where necessary; stakeholder consultations; and data validation and triangulation. The consultant will engage relevant government agencies, clustered district local governments, private-sector and carbon-project developers, financial institutions, research institutions, and civil-society organizations, and will report to the Ministry of Water and Environment/Department of Climate Change and Carbon Trading in collaboration with GGGI. All data, reports, GIS layers, concept-note revisions, and other outputs generated under the assignment will remain the property of the Government of Uganda.
The consultant will deliver the outputs below. Each submission is subject to review and approval by the Ministry of Water and Environment/Climate Change Department in collaboration with GGGI. Due dates are stated relative to the contract signing date and should be confirmed during contracting.
| OUTPUT / DELIVERABLE | PERCENTAGE OF MAXIMUM AMOUNT | DUE DATE |
| 1. Inception Report | 20% | Within 2 weeks from contract signing |
| 2. Draft Biomass Study Report | 30% | Within 8 weeks from contract signing |
| 3. Final Biomass Study Report and Data Package | 30% | Within 16 weeks from contract signing |
| 4. Updated GCF Concept Note | 20% | By the end of Month 9 |
