Background:

Uganda Cleaner Production Center (UCPC) will conduct RECP assessments that will identify a pipeline of resource efficiency, cleaner production, renewable energy, waste valorisation, circular economy, climate adaptation, and environmental performance improvement opportunities.

However, implementation of these opportunities is often constrained by limited access to capital and weak investment preparedness among enterprises. Many companies lack the technical, financial, and managerial capacity required to package projects into bankable investment opportunities and engage effectively with financiers.

GGGI therefore intends to procure the services of a qualified consultant to provide business development, investment readiness, and green finance facilitation support to selected companies, enabling them to transform RECP recommendations into investment-ready projects and successfully pitch to financial institutions and investors.

The Global Green Growth Institute (GGGI), in partnership with TradeMark Africa and DANIDA, is implementing a Resource Efficiency and Cleaner Production (RECP) initiative aimed at improving the competitiveness, sustainability, and export readiness of Ugandan enterprises through resource efficiency, cleaner production, circular economy approaches, and green investment opportunities. The programme seeks to support export-oriented and export-enabling companies operating in Uganda through company-level RECP assessments and capacity-building interventions in preparation for pitching a green project.

Objectives of the assignment

To strengthen the capacity of selected companies to prepare, package, and present viable green investment opportunities arising from RECP assessments and facilitate their access to green finance.

Specific objectives

The consultant shall:

  • Assess the investment readiness and financing needs of selected companies.
  • Translate RECP findings into commercially viable investment opportunities.
  • Develop bankable business cases and investment concepts.
  • Strengthen the capacity of participating companies to engage investors and financial institutions.
  • Prepare investor-ready documentation and pitch materials.
  • Support investor outreach and matchmaking.
  • Facilitate a Green Investment Pitch Event/Demo Day.
  • Generate a pipeline of finance-ready green projects for potential financing and future GGGI programming.
Scope of Services

The Consultant shall work closely with GGGI and UCPC throughout implementation.

Task 1: Inception and Methodology Development

The Consultant shall:

  • Review RECP assessment reports and programme documentation.
  • Develop a detailed implementation methodology.
  • Agree on company engagement approaches with GGGI and UCPC.
  • Develop a detailed workplan and stakeholder engagement strategy.

Task 2: Investment Readiness Assessments

The Consultant shall undertake diagnostics for each selected company, covering:

Business and Operational Readiness

  • Business model assessment;
  • Corporate governance;
  • Management systems;
  • Technical capacity.

Financial Readiness

  • Financial management systems;
  • Record keeping;
  • Cashflow performance;
  • Debt capacity;
  • Financing needs.

ESG and Sustainability Readiness

  • Environmental management practices;
  • Social safeguards;
  • Occupational health and safety;
  • Governance systems.

Task 3: Development of Green Investment Pipeline

Building on RECP recommendations, the Consultant shall identify and prioritize investment opportunities based on:

  • Commercial viability;
  • Environmental impact;
  • Scalability;
  • Financeability;
  • Export competitiveness;
  • Alignment with green finance requirements.

Task 4: Preparation of Bankable Business Cases

For each prioritized investment opportunity, the Consultant shall prepare:

Technical Assessment

  • Investment description;
  • Technology requirements;
  • Implementation plan;
  • Risk assessment.

Financial Assessment

  • Capital expenditure estimates;
  • Operating expenditure implications;
  • Projected savings and revenues;
  • Financial projections;
  • Payback period;
  • Return on investment analysis.

Environmental Assessment

  • Resource efficiency gains;
  • Carbon emission reductions;
  • Waste reduction impacts;
  • Circular economy benefits.

Task 5: Capacity Building on Green Finance

The Consultant shall design and deliver practical training for participating companies on topics such as : Introduction to Green Finance, Requirements of Banks and Investors, Developing Bankable Projects, Financial Planning and Investment Analysis, ESG and Sustainability Requirements, Pitching and Negotiation Skills

Task 6: Development of Investor-Ready Documentation

The Consultant shall support each participating company to prepare:

  • Investor pitch deck;
  • Investment teaser;
  • Executive summary;
  • Financing proposal;
  • Financial model;
  • Green impact assessment summary;
  • Investment implementation roadmap.

Task 7: Green Investment Pitch Event

The Consultant shall organize and facilitate a Green Investment Pitch Event in collaboration with GGGI and UCPC.

Activities shall include: Pitch coaching; Mock presentations; Investor feedback sessions; Business-to-financier meetings; Follow-up engagement planning.

4. Expected Results

At the end of the assignment:

  • At least 10-15 companies have completed investment readiness assessments.
  • A portfolio of green investment opportunities has been developed.
  • Companies possess investor-ready documentation.
  • Companies demonstrate improved understanding of green finance requirements.
  • Participating companies are able to effectively present investment opportunities to financiers.
  • Linkages are established between companies and potential financing institutions.
  • A pipeline of green investment opportunities is available for future GGGI investment facilitation initiatives.

Expertise required


The consultant should demonstrate:

  • A master’s degree in business administration, Investment Management, Finance or Development Economics or any other financial field
  • 5-8 years of experience in SME development, transaction advisory, business development services, or investment facilitation.
  • Demonstrated experience supporting enterprises to access finance.
  • Experience in climate finance, green finance, ESG financing or sustainable investment.
  • Experience working with manufacturing, agribusiness, export-oriented enterprises, and circular economy businesses.
  • Experience in East Africa, preferably Uganda.
