Stakeholder Engagement and Safeguards Specialist

Organizational Setting

FAO in collaboration with the Ministry of Marine Affairs and Fisheries is in the preparation stage to develop a full pledge project document to be funded by GEF aiming to build a holistic model of ecosystem-based sustainable use and inclusive governance of fishery resources in the Inland Waters Fisheries Management Areas (FMAs) and to support livelihoods of small-scale and traditional fishers, improve food security, and mitigate threats to biodiversity. Direct interventions of the project will restore the most degraded and exploited freshwater ecosystems in each FMA, while developing sustainable small-scale fishery business enterprises

Reporting Lines

Under the overall supervision of FAO Representative in Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) and close coordination with the PDE and PPG Coordinator as well as close collaboration with the national authorities,

Technical Focus

The Stakeholder Engagement and Safeguards Specialist will support the Project Design Expert (PDE) to provide relevant information on stakeholder engagement activities, environmental, and social safeguards documentation, and institutional analysis as well as supporting in the preparation and report writing of field visits, workshops, and other project preparation activities in timely manner.

Tasks and responsibilities

Under the guidance and supervision of the FAO Project team, the Specialist will do:

•     Provide technical and operational support to the FAO project team in organizing and coordinating stakeholder engagement activities at national, provincial, and landscape levels, including preparing meeting materials, consolidating inputs, maintaining documentation, and coordinating logistical arrangements.
•     Map and analyze stakeholders of the project, including government, NGO, private sector, Indigenous Peoples, local communities, and other entities at national, provincial and landscape levels
•     Support the  assessment of the policy, legal, regulatory and institutional landscape defining the project context.
•     collecting essential baseline information, identification of stakeholder priorities, including project sites, project strategy, targeted investments, and the roles and responsibilities of each project partner. 
•     Support the assessment of the capacities and capacity needs of key project stakeholders, including beneficiaries.
•     Social and environmental risks: In line with FAO and GEF guidelines, prepare a matrix of potential social and environmental impacts of project interventions and options for their mitigation and management to serve as a tool for addressing impacts, identify all relevant potential environmental risks and social concerns that may arise as a result of the project;
•     Environmental and Social Management Plan (ESMP): Review the responsibility and capability of institutions at different levels (e.g. local, province and national) by compiling relevant information to support the management and monitoring of ESMP Implementation. 
•     Assist in gathering information to support a clear understanding of the institutional requirements, roles and responsibilities for adopting and implementing the ESMP. Based on a full understanding of the context and requirements, support the PDE in drafting the ESMP, including compiling inputs on activities, implementation arrangements, budget and monitoring procedures,  and associated capacity building requirements. All outputs to be reviewed and finalized under PDE, LTO, and FAO Indonesia Project Team.
•     Grievance Redress Mechanism: support the preparation of the Grievance Redress Mechanism

Field visits and workshops:

•     Plan and organize field visits to target landscapes with support of FAO CO and MMAF
•     Plan and facilitate the PPG inception and validation workshops, as well as any others as appropriate, in consultation with FAO and BPPE
•     Prepare brief workshop reports, including lists of participants based on templates to be prepared by the Project Design Expert (PDE)
Contribute to other components, as relevant, in addition to those specifically listed in the ToR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

•     Master’s degree in Fisheries, Marine Science, Environmental Science, Natural Resource Management, Environmental Management, Social Sciences, Development Studies, Forestry, or equivalent degree in a relevant field, 
•     At least five (5) years of relevant professional experience in marine and/or inland fisheries in Indonesia.
•     Working knowledge (Level C) of English and Bahasa Indonesia.
•     Nationals of Indonesia

Technical/Functional Skills

•     Proven capacity of engaging with a diversity of stakeholders including government institutions, NGOs, private sector, research institutions and local communities, and conduct fieldwork;
•     Experience working in the targeted project landscapes is an asset;
•     Experience in facilitating workshops and other types of consultation events;
•     Experience in preparation of Stakeholder Engagement Plans;
•     Strong computer, as well as facilitation skills; and

Selection Criteria

•     Extent and relevance of experience in stakeholder engagement and consultation processes.
•     Experience in preparing environmental and social safeguard instruments (including ESMPs and Stakeholder Engagement Plans).
•     Experience in working with government agencies, NGOs, Indigenous Peoples, local communities, and development partners.
•     Experience in supporting GEF, FAO, or other internationally funded environmental projects is desirable.
•     Demonstrate ability to facilitate multi-stakeholder workshops and prepare high-quality technical reports.
