Energy Project Officer

Background

Under the Belgium-Mozambique Cooperation Portfolio 2023-2028, Enabel supports Mozambique's energy transition through interventions focused on energy policy and planning, sector coordination, and rural energy access. These efforts are implemented in close collaboration with key sector institutions, including MIREME and FUNAE.

The portfolio has expanded significantly through new financing opportunities, including the GCF PURE Project and additional support from the European Union for the development of mini-grids and decentralized renewable energy solutions.

To support these growing interventions, Enabel is looking for an Energy Project Officer to strengthen the implementation of its energy portfolio in Mozambique.

Job description

The Energy Project Officer plays a key role in supporting the implementation, coordination and monitoring of Enabel's Energy Portfolio in Mozambique. The position contributes to the delivery of strategic interventions aimed at accelerating the country's energy transition, increasing access to sustainable energy services, strengthening energy sector governance, and promoting inclusive economic development through energy.

You will work under the technical guidance of both the Energy Transition Expert and the Rural Access to Energy Expert, contributing to the implementation of Enabel's energy portfolio in Mozambique.

You report hierarchically to the Energy Transition Expert.

The position provides technical, analytical and operational support across the portfolio's energy interventions, with particular focus on:

• Productive Use of Energy (PUE) and the associated grant facility;
• Integrated Energy Planning and its integration into provincial and district development planning processes;
• Clean Cooking solutions and sustainable biomass value chains;
• Mini-grid and other off-grid electrification initiatives;
• Skills development and capacity building for the energy sector;
• Energy sector coordination, dialogue and stakeholder engagement platforms;
• Mainstreaming of Gender Equality and Social Inclusion (GESI) across portfolio interventions.

Key responsibilities

Contract and Grant Management

• Support the preparation of Terms of Reference, technical specifications, grant mechanisms and calls for proposals.
• Contribute to the evaluation of technical proposals and preparation of contracting files.
• Monitor the implementation of contracts and grants, including workplans, budgets and deliverables.
• Review technical outputs and provide feedback to ensure quality and compliance with agreed requirements.
• Participate in technical meetings and acceptance processes for studies and investments.

Data Analysis and Reporting

• Collect, verify and analyse data from partners, contractors and project sites.
• Maintain project monitoring tools, databases and performance trackers.
• Prepare technical briefs, analytical notes and reports to support decision-making.
• Contribute to funding proposals, concept notes and investment documentation.

Stakeholder Engagement and Coordination

• Support collaboration with FUNAE, MIREME, development partners, private operators and other sector stakeholders.
• Contribute to the organisation and follow-up of energy sector coordination platforms and working groups.
• Engage with provincial and district authorities, communities and beneficiaries to facilitate project implementation.

Field Missions and Events

• Organise workshops, training sessions, stakeholder consultations and site visits.
• Conduct regular field missions to project locations and provide implementation feedback and recommendations.

Knowledge Management

• Support the documentation and handover of tools, procedures and systems developed under the programme.
• Contribute to learning, capitalisation and communication initiatives.

Your profile

Required qualifications

• Master's degree in Energy, Engineering, Economics, Environmental Sciences, Development Studies, Law, or another relevant field.

Required experience

• At least 4 years of relevant professional experience in the energy sector.
• Demonstrated experience in off-grid or decentralized renewable energy solutions, such as mini-grids, solar home systems, clean cooking or productive use of energy.
• Experience in contract or grant management and implementation follow-up.
• Experience working with public institutions and private-sector stakeholders.

• Experience facilitating workshops, meetings or multi-stakeholder processes

Required skills and knowledge

• Strong analytical and data management skills.
• Ability to identify implementation challenges and propose practical solutions.
• Excellent communication and report-writing skills.
• Familiarity with Results-Based Management principles.
• Proficiency in standard IT applications.
• Willingness and availability to travel regularly to project areas.
• Fluency in Portuguese and a good working knowledge of English

Assets

• Experience with grant facilities, public procurement, calls for proposals or results-based financing mechanisms
• Experience with GIS, integrated energy planning or geospatial analysis.
• Knowledge of energy financing mechanisms and investment preparation.
• Familiarity with Mozambique's energy sector and regulatory framework.
• Experience integrating gender equality and social inclusion considerations into development programmes.
