NATIONAL EXPERTS IN PROFESSIONAL TRAINING NOTICE Ref. EMSA/NEPT/2024/01

The European Parliament and Council Regulation (EC) No 1406/2002 [1] , as amended, provides the legal basis for the establishment of the European Maritime Safety Agency (EMSA).

The European Maritime Safety Agency is one of the European Union’s decentralised agencies. Based in Lisbon, the Agency provides technical, operational and scientific assistance to the European Commission and Member States in the fields of maritime safety, maritime security, prevention of, and response to, pollution caused by ships as well as response to marine pollution caused by oil and gas installations. The Agency also contributes to the overall efficiency of maritime traffic and maritime transport.

The European Maritime Safety Agency offers a National Experts in Professional Training (NEPTs hereinafter) programme. More information regarding the definition of a NEPT, as well as general provisions can be found in Article 23 of the Decision of the Administrative Board of 20 November 2009 laying down the rules on secondment to EMSA of National Experts and National experts in Professional Training, as amended. This Decision also contains other relevant information regarding the NEPT programme.

The professional training lasts between three and five months. In the interest of the service, the professional traineeship can be extended once for a further period of up to five months, subject to a positive assessment of the NEPT’s performance and the agreement of the employer of the latter.

Applications can be submitted at any point during the year with the applicants indicating their preferred starting date via the Permanent Representation (on the 1st or 16th of the month in question) which EMSA will try to accommodate. Applications received will be reviewed by the appointed Selection Committee every two months.

The purpose of the professional training programme is:

• to provide NEPTs with experience of EMSA’s working methods with regard to Marine Pollution Response, Vessel Traffic Information Systems and EU Maritime Safety Legislation;

• to enable them to gain practical experience and understanding of the day-to-day work of EMSA and to give them the opportunity to work in a multicultural environment;
• to enable staff from the National Administrations to put into practice the knowledge they acquired in their studies, particularly in their respective areas of responsibility.

Please note that NEPTs shall continue to be paid by their employer without any financial compensation from EMSA.
