Job Description

The European Investment Fund (EIF) is seeking to recruit for the People Office (PO) – Talent, Com & Change Management (TC&CM) – Career Management Unit at its headquarters in Luxembourg, a Recruiter*.

This is a full-time temporary position at grade 4.

* Internal benchmark: Officer

The EIF offers a CDD contract until 30 November 2027. As this is a temporary position, no extension or conversion of the contract is foreseen.

Panel interviews via videoconference are anticipated for the second half of September 2026.

Purpose:

We are looking to reinforce the People Office (HR) team, particularly in the areas of talent acquisition and recruitment. As a Recruiter, you will play a key role in attracting and hiring diverse talent, contributing to the delivery of timely and high-quality recruitment outcomes in line with EIF’s needs.

Operating network:

You will report to the Head of Career Management Unit (Talent, Com & Change Management Division) and work closely with a wide range of stakeholders, including People Office colleagues, EIF management and staff, EIB HR counterparts, candidates and external partners.

Main responsibilities:

You will lead recruitment activities for assigned business areas, acting as a trusted partner to hiring managers to attract and secure high-quality talent in a competitive international environment. You will translate business needs into effective sourcing and hiring strategies and contribute to delivering timely and successful recruitment outcomes.

In this context, you will actively build diverse candidate pipelines and implement inclusive and unbiased recruitment practices in line with the EIF’s D&I objectives. You will also contribute to the continuous improvement of recruitment processes, tools and reporting, supporting the overall efficiency of the HR function and the EIF.

The role requires strong attention to detail, adaptability, stakeholder focus and the ability to manage multiple priorities, combined with a genuine interest in people and business matters.

Accountability:

In assigned business areas, you will contribute to strengthening EIF’s position as an employer of choice by delivering effective and timely recruitment solutions in close partnership with hiring managers. You will support workforce needs through proactive planning, targeted sourcing strategies and strong collaboration with internal stakeholders. This includes but is not exclusive to:

Talent sourcing and selection

  • Preparing and publishing job advertisements and ensuring targeted outreach to relevant talent pools;

  • Screening applications, shortlisting and conducting interviews;

  • Proactively sourcing candidates through online channels (e.g. professional networks and social platforms);

Talent pipeline and candidate experience

  • Building and maintaining relationships with potential candidates and past applicants;

  • Acting as the main point of contact for selected candidates, ensuring a smooth and positive recruitment and onboarding process;

Employer branding and outreach

  • Contributing to employer branding initiatives, including participation in job fairs and recruitment events;

Process excellence and compliance

  • Ensuring proper documentation and adherence to EIF HR policies

  • Contributing to the continuous improvement of recruitment processes and practices;

Projects and collaboration

  • Participating in HR projects, initiatives and system developments and contributing to working groups and tenders as required.

Qualifications:

  • University degree (preferably at post-graduate level) in HR, Business Administration, Law or other similar);
  • An HR background with at least three (3) years relevant recruitment experience within the banking and finance sector or prior experience as Talent Acquisition Specialist. Prior recruitment experience in international organizations (i.e. IFIs) would be a considerable advantage;

  • Familiarity with social media, resume databases and professional networks;

  • Proficiency of PeopleSoft HR, Oracle and Business Objects would be a significant advantage or Knowledge of Applicant Tracking Systems (ATSs);

  • Knowledge of the terms of employment and HR procedures within European Institutions would be a plus;

  • Highly conversant in MS Office tools;

  • Excellent command of English. Knowledge of French and/or other EU languages would be an advantage.

Technical skills:

Client Communication: Ability to effectively communicate with internal clients, providing regular updates on the status of their requests. This ensures transparency, builds trust, and supports efficient collaboration by keeping stakeholders informed throughout the process.

Talent acquisition: Ability to identify, attract and recruit the right people for the organisation. Knowledge of the sourcing strategies, candidate search methodologies, selection tools, assessment methodologies and technology.

Interviewing skills: Ability to converse with people to gather information for purposes of recruitment, customer requirements, business needs, and other subjects.

Innovative problem-solving and Initiative: Ability to proactively identify organizational challenges and leverage creative thinking to develop effective, sustainable solutions. It involves a keen sense of initiative, where individuals take ownership of problems and seek innovative approaches to improve efficiency and drive organizational improvement.

Confidentiality: Ability to keep sensitive information private when necessary, under a wide range of circumstances following the confidentiality guidelines.
