Program Background

The Department of Foreign Affairs and Trade (DFAT) through the Australian Embassy in Phnom Penh delivers Australia’s bilateral development cooperation program in Cambodia.

The program, Cambodia Development Support Unit (CDSU) provides technical support and advisory services to enhance the efficiency, effectiveness, and strategic coherence of the embassy’s investments to meet Australia’s foreign, economic and development policy objectives in Cambodia. CDSU is managed by DT Global. CDSU is recruiting a locally engaged Program Manager - Education and GEDSI to be embedded at the Australian Embassy in Phnom Penh. The position is a long-term adviser role offered for an initial 12-month term, with the possibility of extension (subject to Embassy requirements).

The Role

The Program Manager - Education and GEDSI Advisor will provide technical knowledge and manage one or more activities in education, gender equality, disability equality and social inclusion (GEDSI) under the Australia’s development cooperation program in Cambodia.

Key Role and Responsibilities

  • Provide advice and support to strengthen program quality.
  • Support comprehensive analysis and policy advice on key areas of Australia’s development program, including but not limited to social inclusion, public service delivery, social policy reforms, and education through producing analytical and advisory products, including policy briefs, strategic analysis papers and decision-support documents.
  • Support the effective management of the design, implementation and monitoring of Australia’s development programs and activities, within the Human Development portfolio including monitoring progress, managing relationships, program performance, contract management, risk management, financial and budget management and reporting.
  • Build and maintain strong networks with counterparts across the Royal Government of Cambodia, managing contractors, civil society, private sector and international organisations to support the effective delivery, coordination and impact of Australia’s human development programs.
  • Develop or review briefings, policy papers, correspondence, speeches, social media, presentations, and minutes as related to Embassy priorities.

About You

Selection criteria

  • Tertiary qualifications in international/community development, public policy, program management or a related field.
  • a minimum of five years’ experience working in international or community development.
  • Demonstrated experience managing development programs or activities, including program performance, financial and budget management, contract management, risk management, monitoring and evaluation, and reporting.
  • Experience in education, disability equity, gender equality, public service delivery, social inclusion and related fields is particularly valued.
  • Sound understanding of the Cambodian Government and development context, including political-economic acumen, and demonstrated ability to build effective relationships with government, development partners, contractors, NGOs, CSOs and other stakeholders.
  • Demonstrated ability to analyse complex development issues, exercise sound judgement, solve problems and develop practical advice to support program and policy decision-making.
  • Strong written and oral communication skills in English and Khmer, including the ability to communicate effectively and work collaboratively with diverse and cross-cultural stakeholders.
