HMA Programme Manager

Overall purpose of the role:

This is a management role within DRC Sudan specifically designed to lead internal coordination and project management of DRC Sudan’s portfolio of HMA projects, including both grants and commercial contracts.

The key objectives of this role are:

• Primary responsibility for financial and implementation management of the projects, including project financial management, risk, governance, compliance, internal and external reporting and other areas of internal support.
• Liaising across HMA, programme, supply chain, grants, partnerships and finance departments to ensure close coordination to deliver projects on time and on-budget.
• Supporting the Head of HDP with fundraising for both grants and commercial contracts, including preparation of budgets, workplans, timelines, and other programmatic documents

Responsibilities

Project Operations Management:

• Provide implementation(non-technical) oversight of DRC’s HMA projects, coordinating with the Operations Manager (OM), Project Coordinator, IM Specialist, PDQ Specialist, TFMs and EORE PM to ensure that projects are being delivered in a timely and effective manner.
• Work with OM in support of project output reporting, database management, and work-planning.
• Oversee and coordinate the work of DRC support functions, especially finance, to implement compliant and efficient processes, including budget preparation and revision and financial reporting.
• Ensure quality and on-time internal and external reporting on HMA projects, grants and commercial contracts

Project Development and Quality Management:

• With the Head of HDP, support Project Coordinator and PDQ Specialist with cross-cutting quality management, e.g. of MEAL systems, community feedback mechanisms, PSEA, and strengthening of information management and communications
• With the Head of HDP, support on the development of project proposals, ensuring coordination with grants and MEAL teams, country office and HQ finance departments, and other sector leads as needed
• Ensure compliance with internal grants management processes and prepare the monthly grants review meeting for HMA projects

Financial Management:

• Ensure DRC’s compliance with terms and conditions of DRC’s grants or commercial contracts, including code of conduct, security, cost eligibility and reporting.
• On grants and commercial contracts, oversee the set-up and management of contract budget and financial management in DRC Dynamics/Sudan Budget Follow-up tool, including serving as Budget Holder for all related subprojects.
• Manage and monitor budget and forecasting of HMA projects to ensure on-time and on-target spending

Supply Chain and asset management:

• Ensure Procurement plans are prepared at project start and continuously updated
• Coordinate with Supply Chain and Operations Manager to ensure on-time and on-budget procurement and delivery of all necessary HMA equipment,
• Coordinate with supply chain, OM, and partners to ensure donor and DRC-compliant asset management processes are followed, including RoUs for equipment

Partner Oversight:

• Serve as the operational/compliance focal point for DRC’s HMA partners and subcontractor(s);
• In collaboration with Finance, oversee the formal review of partner invoices and financial reporting, including communicating feedback on behalf of DRC regarding any issues and communicate formal approval when appropriate;
• Review and support partner development of sub-grant budgets during propossal development ts
• Build capacity of partner/subcontractor staff on reporting and financial management
• Oversee the development of partner scope of works (SoW) and all required documents for the sub-grant agreements

External engagement & representation

• Represent DRC Sudan’s HMA programme in external coordination fora (e.g Mine Action AoR), and in meetings with donors and UN and NGO partners.

Personnel Management:

• Day to day management of the HMA support unit including the PDQ Specialist, Project Coordinator, Interpreter, and technical line management of Support Services Assistant in Omdurman
• Manage PDQ Specialist, building capacity and competencies to take on additional project and financial management duties
• Manage Support Services Assistant, in their work to liaise between support services departments, especially procurement

Qualifications, experience and technical competencies

• Degree in development, accounting, business management or another relevant field
• At least 3 years’ experience in international development and/or humanitarian assistance, showing progressively more responsibility for project, programme, or grants management
• Demonstrated financial management experience; Proven capability in budget and financial management, including strong skills with spreadsheet and resource planning software
• At least 5 years’ project management experience in the nonprofit or humanitarian assistance sector
• At least 1 year experience in the humanitarian demining sector is a plus
• Experience of working with commercial contracts client in the aid/development sector
• Excellent organizational and planning skills
• Proven ability to work independently, with a clear understanding of managing and escalating risk
• Proven ability to propose creative solutions to challenges, and proven ability deliver results within a flexible and adaptive framework
• Successful experience working within culturally and politically diverse teams and institutions, in a fluid and dynamic environment
• Excellent written and verbal communication skills, including ability to engage diplomatically

Languages:

• Proficiency in written and spoken English

Conditions

Contract: One-year contract with possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for International staff. This position is graded at M.F
