Overall purpose of the role:

The Policy Coordinator will lead the Myanmar INGO Forum’s joint policy efforts and support coordination among its members to strengthen coherent and principled INGO engagement in Myanmar’s complex aid landscape. The role will help identify and research member-driven priority issues, translating them into collective analysis, policy positions and advocacy products that support members’ decision-making and engagement with key stakeholders including the UN, donors, national NGOs, and other aid actors.

Responsibilities:

Strategic advocacy

• Engage with INGOs and lead the development of collective positions in the form of talking points, private papers, and briefings.
• Coordinate the collection, analysis, and presentation of quantitative data and qualitative feedback from INGOs to ensure common positions are accurate, evidence-based, effective, and represent member consensus.
• Lead the development and implementation of collective advocacy plan and priorities for the INGO Forum, in coordination with the Secretariat, and the Forum members.
• Maintain an overview of relevant political, humanitarian and operational developments in Myanmar and identify opportunities for proactive collective advocacy in country and regionally.

Coordination

• Lead on policy discussions and issues with other policy representatives of Forum members, ensuring this line of work is strategic, and aligned with current or new opportunities for influence.
• Work closely with INGO Forum Secretariat and relevant working groups/work streams to track common operational, policy, and response issues and support resulting advocacy initiatives.
• Engage and establish strong working relationships with relevant counterparts of aid agencies in Myanmar, including UN agencies and INGOs etc and regionally, to align priorities, ensure timely advocacy initiatives and positioning the Forum among key stakeholders. This is to be done in coordination with the Forum Director.

Representation and communication

• Represent the INGO Forum in relevant policy, communications, and coordination fora, presenting agreed collective positions and messages as requested and reporting back to the Forum members on relevant requests, developments and initiatives related to advocacy, policy and communications.
• Liaise with external advocacy partners, including UN agencies, local actors, ICVA, InterAction, and other NGO fora regionally to ensure cohesion and alignment and that priorities are reflected at regional and international levels.
• Support the timely dissemination of key products and updates to INGOs.

General support

• Support with notetaking, internal communication, and other Secretariat functions, as needed.
• Contribute to donor proposals and reports as requested.

Experience and technical competencies:

• A university degree related to development studies, humanitarian affairs, political science or other relevant social sciences.
• At least 3 years of working experience in policy, coordination, and information management, preferably within an operational NGO or NGO coordination forum.
• Prior working experience in humanitarian/development/peacebuilding sectors; knowledge of international issues, particularly those related to the field of humanitarian response and development
• Demonstrated experience of successful influencing and advocacy work including policy development and information provision in humanitarian and development issues
• Excellent writing, editing and analytical skills and ability to formulate well-targeted briefing papers and other strategic documents
• Strong communication, interpersonal and facilitation skills, including the ability to build consensus among diverse organizations and stakeholders.
• Ability to work proactively and independently follow through on tasks and responsibilities in a detail-oriented manner with limited supervision
• Knowledge of the context in Myanmar is highly desirable
• Knowledge of humanitarian principles and relevant international legal and policy frameworks, International Humanitarian Law
• Understanding of UN and donor operations at country and regional level
• English (full professional proficiency)

Conditions:

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is in Employment Band G-non management.
