Program Manager Sr

Job Summary

As Senior Program Manager for Agriculture, Livelihoods, and Market Systems Development, you will provide overall leadership and technical guidance to CRS' agriculture, livelihoods and market systems development portfolio and support the advancement of programming in these sectors. You will be responsible for leading assessments, analyses, program design efforts, technical strategy development, and the scale-up of value chain pilots and other promising approaches. You will also provide management oversight, ensuring effective systems and processes are in place to support high-quality programming and advance CRS' work serving poor and vulnerable communities. You will ensure quality implementation, learning, and adaptation across the portfolio and support the development of new initiatives and partnerships. As a senior leader, you will proactively manage security and mitigate security risks.

Roles and Key Responsibilities

• Lead CRS’ agriculture, livelihoods and market systems development portfolio. Provide technical leadership for sector strategy, assessments, studies, analyses, program design, and learning initiatives. Provide management oversight for the portfolio and represent CRS with relevant stakeholders, partners, donors, and technical working groups.
• Ensure strategic objectives and results are accomplished and meet technical quality standards through effective planning, implementation, monitoring, evaluation and learning processes. Lead periodic technical reviews of implementation plans.
• Lead or support sector assessments, market analyses, value chain studies, livelihoods analyses, and other learning activities to inform program strategy, design, and implementation. Identify opportunities for innovation, scale, and integration across sectors. 
• Develop and maintain productive relationships with partners, community actors, donors, and other stakeholders to support quality implementation, learning, and the advancement of CRS' agriculture and livelihoods portfolio. Identify, assess, and engage relevant private sector and market system actors to support learning, partnership development, and program implementation opportunities.
• Effectively manage and supervise talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Oversee the development of staffing plans and recruitment processes.
• Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes. 
• Create and maintain proper conditions for learning. Establish a safe environment for sharing ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

Basic Qualifications

• Bachelor's degree in agriculture, Agricultural Economics, Rural Development, International Development, Economics, Business, or a related field.
• Minimum 8 years of experience managing or providing technical leadership to agriculture, livelihoods, economic strengthening, or market systems development programs and for an I/NGO preferred.
• Minimum 3 years of supervisory experience, including performance evaluation, coaching and mentoring.
• Experience leading assessments, analyses, program design efforts, and learning initiatives.

Preferred Qualifications

• Master's Degree
• Experience contributing to proposal development and new business efforts 

• Knowledge of CRS Partnership strategy and Partner management experience is an advantage.

• Strong analytical and report-writing skills.
• Experience facilitating learning, adaptation, and evidence-based programming.

Knowledge, Skills and Abilities 

• Strong technical knowledge of agriculture, livelihoods, economic strengthening, and market systems development approaches.
• Experience conducting assessments, analyses, and research to inform program strategy and design. 
• Proven experience in building and maintaining institutional linkages 
• Excellent report writing skills.
• Excellent knowledge and experience in budget management and project management.
• Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.
• Ability to work to meet deadlines in multiple tasking environments
• Excellent organization, planning and analytical skills; detail oriented
• Excellent communication and interpersonal skills, with demonstrated strength in relationship management 

Required Languages: Advanced oral and written English required. Fluency in Myanmar language required. Knowledge of other local languages is a plus.

Duty Station : Based in Yangon, Myanmar. 

Travel:  Must be willing and able to travel up to 50%.
