Organizational Setting and Reporting Relationship

The position of Financial Sector Specialist is assigned to Finance Sector Office (SD3-FIN) within the Sectors Department 3 (SD3). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, Finance and will oversee junior team members.

Your Role

As Financial Sector Specialist, you will contribute to the formulation and articulation of policy and strategies in the finance sector in the developing member countries (DMCs). The position will lead in identifying, developing, processing, implementing, and administering loans, technical assistance (TA) projects, and provide relevant stakeholders with necessary technical support and knowledge for projects.

You will:

  • Support the identification, design, processing and administration of operations and TA projects by undertaking activities, including gathering inputs from regional stakeholders, organizing sector working group meetings, conducting background research, drafting TA papers, monitoring projects, etc.;

  • Monitor closely the financial sector in Central West countries, interact with key stakeholders, including resident missions (RMs), and provide research inputs to structure sector specific investment programs;

  • Process and administer sub-regional and DMC-specific loan, grant, and TAs in the areas of finance sector development, with due attention to country's development policies and projects' impacts on climate change.

  • Collaborate with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs. This includes joint approach and projects/transactions with the Private Sector Financial Institutions Division in the Private Sector Operations Department.

  • Identify and introduce innovative and smart solutions and international best practices while formulating and administering loans, grants, and TAs. Proposes appropriate contract modalities and leads discussions on procurement issues including review of bidding documents and bid evaluation reports.

  • Closely coordinate with regional departments (RDs), RMs, Office of Safeguards, and Climate Change and Sustainable Development Department in identifying, developing, implementing, and administering loans, grants, and TAs for the finance sector.

  • Continuously assess finance development policies, strategies, and programs with a view of ensuring comparability to international best practices, smart solutions and technological advance, and responsiveness to development needs of DMCs.

  • Identify the priority areas in the finance sectors, and the modality and nature of the required loans and TA support.

  • Assist the team and RDs with guidance on inquiries related to finance sector.

  • Develop and maintain strategic partnerships with external partners for knowledge and project opportunities. Responds to external inquiries as needed.

  • Collaborate and disseminate knowledge solutions from ADB operations, international good practices and country or region specific cross-learning in the finance sector.

  • Lead relevant in-house studies and seminars, and prepare reports or policy briefs on topics for ADB's finance sector operations based on governments' requests..

  • Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

  • A university degree in finance, economics, business administration or relevant fields; preferably at post-graduate level or its equivalent.

  • At least 6 years of relevant work experience in finance sector including banking, capital market and MSME access to finance. International experience working as a project team leader or project economist in several countries or multilateral/international development agencies, with varying cultural values and norms.   • Good knowledge and understanding of the finance sector particularly on MSME access to finance. Other important areas include banking, capital market, digital finance and sustainable finance.

  • Strong ability and experience for policy dialogue with governments and financial sector regulators. Experience with multi-sectoral teams is particularly desirable.

  • Excellent oral and written communication skills in English.

  • High level of energy, initiative, and flexibility in quickly adjusting to changing work program requirements.

  • Good external client relations skills.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
