Organizational Setting and Reporting Relationship

The position of Financial Management Specialist is assigned to the Financial Management Division (PFFM) within the Procurement, Portfolio and Financial Management Department (PPFD). You will be outposted to Papua New Guinea Resident Mission (PNRM) in Port Moresby, Papua New Guinea for an initial assignment of three years. After this period, subject to business needs, the role may be assigned at our Headquarters in Manila, Philippines or at another resident mission office. Relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director, PFFM, and the Country Director, PNRM, and will oversee junior team members and consultants.

Your Role

As a Financial Management Specialist, you will support technical advisory, knowledge sharing, and capacity building activities to strengthen project financial management and financial due diligence (FDD), ensuring high-quality outcomes across ADB. Your work will include other developing member countries (DMCs) in the region.

You will:

  • Provide technical guidance, analysis, and advice on financial management and financial due diligence issues in sovereign operations, following relevant ADB policies, instructions, guidelines and procedures.
  • Help develop financial management guidelines, procedures, and internal review processes for Audited Project Financial Statements and Audited Entity Financial Statements (APFS/AEFS). This support will also promote automation and ADB's digitalization agenda.
  • Conduct financial due diligence for sovereign operations, including assessments of accomplishing and implementing agencies, financing plans, financial viability, financial covenants, risk mitigation measures, and financial reporting, auditing, and disclosure arrangements.
  • Provide financial management throughout project processing, implementation and technical assistance to facilitate project implementation, add value and help ensure financial sustainability, better financial management practices, and adherence to international accounting and auditing standards.
  • Review APFS/AEFS for sovereign projects, validate implementation of audit recommendations, and ensure quality control of financial management inputs in operational documents, reports, briefings, and presentations.
  • Deliver financial management capacity building and knowledge-sharing programs for clients and staff, while promoting partnerships with partners and participating in relevant professional forums.
  • Manage staff and consultant performance and support ongoing learning and development.

Qualifications

You will need:

  • University degree in business, finance, commerce, or related fields; preferably at post-graduate level or its equivalent.
  • Professional qualification in accounting (e.g., CPA, CA, ACCA) from an internationally recognized institution (e.g., IFAC).
  • At least 6 years of relevant professional experience in private or public sector financial management or related area with international experience working in several countries.
  • Demonstrated experience leading projects and sharing relevant knowledge to benefit the broader ADB community.
  • Written and verbal proficiency in English.
  • Experience mentoring team members, providing guidance on delivery of services.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
