What You'll DoReporting to the Sr. Director of Operations and Finance, this position is primarily responsible for managing Human Resources administration for the project. S/he will be responsible for maximizing the strategic use of human resources and maintaining HR functions including recruitment, personnel policies, regulatory compliance, performance evaluation and management, compensation planning, new hire orientations and other HR programs. The Human Resources Officer will also recommend and effectively administer RTI personnel policies and procedures in compliance with legal requirements and the sound practice of the HR field. S/he will assist the Sr. Director of Operations and Finance in providing guidance and support to managers and staff on HR programs and processes, including corrective action and other personnel issues, The incumbent will be responsible for implement RTI staff compensation and benefits programs in accordance with RTI salary structures, in coordination with the project management and the International HR office. The role also ensures that that HR policies and procedures are appropriately executed, in compliance with the Labor Code and RTI’s HR policies. Essential Duties:Implement recruitment procedures from job posting, screening of CVs, organizing interviews, documentation for offers and hiring and other pre- and post-employment procedures including STIC and Consultants; Ensure strict compliance of HR policies and guidelines in the LN Employee Handbook, the RTI Code of Conduct and local labor laws and client rules and regulations;Facilitate coverage and utilization of private medical insurance (PMI) and group life insurance plans for staff, including but not limited to, benefits orientation, tracking of expiration, processing and following up on renewals, in coordination with other RTI projects, RTI regional and project procurement in-charge; Handle HR reports required by the Asia Regional Office (ARO), including but not limited to PARs, Code and Employee Handbook acknowledgments;Handle implementation of Dynamic Development and Connect processes quarterly, including but not limited to, disseminating schedules and other information to staff, providing guidance on the process, coordinating system-related issues;Assist in the implementation of RTI’s HR programs including, but not limited to, Lead Forward, Diversity & Inclusion, Develop and Grow, Wellness Program;Assist in the implementation of RTI’s compensation planning and annual awards; Organize and conduct employee orientations for new project hires, including but not limited to, coordinating with managers, Finance, Admin and IT to ensure orientations are conducted, communicating employee benefits, policies and procedures for availment, and monitoring new hire orientation checklist; Consolidate timesheets and leave forms and check accuracy and correctness of entries. The consolidated and signed Timesheets should be submitted to Finance in timely manner for payroll process. Qualification
