Description of the Assignment:
The consultant will deliver the following tasks:
1. Situational Analysis and Market Assessment (May - June 2026)
1.1. Review existing studies, project outputs, LGU plans (e.g., 10-Year Local Solid Waste Management Plans), and relevant policies (e.g., EPR Law).
1.2. Conduct rapid value chain and market assessments for priority plastic waste streams in Iloilo Province (e.g., PET bottles, sachets, flexible packaging, tarpaulins, hard plastics).
1.3. Map existing actors, including LGUs, MRFs, junk shops, recyclers, aggregators, social enterprises, informal waste workers, and potential private sector partners.
1.4 Identify gaps, bottlenecks, and opportunities for scaling up collection, aggregation, processing, and end-market access.
1.5 Identify market demand for recycled products including competitors, pricing, and product positioning.
1.6 Validate results of mapping / stocktaking identify gaps, bottlenecks, and opportunities for scaling-up collection, aggregation, processing, and end-market access
2. Development of Plastic Circular Business Models (June – July 2026)
2.1. Design three (3) plastic circular business models with market stakeholder (LGU, Business Sector and community that:
o Increase plastic waste collection and diversion;
o Are financially viable, sustainable, and scalable;
o Are aligned with local policies and the TCCF project objectives;
o Integrate gender equality, disability, and social inclusion (GEDSI), including meaningful participation of women and the informal waste sector; and
o Consider environmental safeguards and compliance with regulations.
2.2. For each business model, prepare a concise business case including:
o Target plastic streams and volumes;
o Operational model and partnerships;
o Cost structure, revenue streams, and financing needs;
o Sales channels and sales forecasting;
o Risk analysis and mitigation measures;
o Scalability and replication potential.
2.3. The business models to be developed in partnership with IPG, and in consultation with at least five organizations, including startups, MSMEs, women-owned business and/or NGOs.
3. Selection and Pilot Implementation of One Plastic Circular Business Model (July-December 2026)
3.1. Facilitate consultations with project partners (e.g., Provincial Government, LGUs, private sector, communities) to select one (1) priority business model for pilot implementation.
3.2. Develop an implementation plan for the selected model, including:
o Workplan and timeline;
o Roles and responsibilities of partners;
o Resource requirements and budget estimates;
o Monitoring indicators and reporting mechanisms.
3.3. Presentation of proposed business models to UNDP for selection of intervention based on agreed selection criteria:
3.4. Provide technical assistance during the pilot phase, which may include:
o Advising on operational set-up, procurement, and logistics;
o Coaching partners on business operations, financial tracking, and performance monitoring.
This engagement will produce the following outputs:
a. Inception Report – detailing methodology, workplan, and stakeholder engagement strategy.
b. Supply, Market and Value Chain Assessment Report – summarizing priority plastic streams, actors, and opportunities in Iloilo Province.
c. Three (3) Plastic Circular Business Models – each with a complete business case and scalability analysis including financial / revenue projections
d. Pilot Implementation Plan for the selected business model.
e. Progress Report reflecting status of pilot implementation
f. Final Report – consolidating all outputs and lessons learned from pilot implementation and recommendations for scale-up and policy integration.
Professional Qualifications of the Consultant:
Education
Bachelor’s degree in Business Administration, Environmental Management, Circular Economy, Development Studies, Engineering, Economics, or a related field.
Experience
Period of assignment/services : The Consultant will be hired for seven (7) months. The target start of work date is May 2026 and the end date shall not be later than December 2026. Duty station is Metro Manila, Philippines
