At the International Finance Corporation (IFC), a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. In fiscal year 2026, IFC committed a record $105.6 billion to private companies and financial institutions in developing countries. For more information, visit www.ifc.org . WBG’s Climate Department is vital in driving Climate action across the globe. The Climate Department’s Market Building, Solutions Impact (KTCSM) Unit works on decarbonizing buildings (during construction, operations and construction material manufacturing), improving the climate resilience of built environment, increasing adoption of passive designs, supporting strategic adoption of renewable energy, sustainable cooling solutions, improving water efficiency and embodied carbon across the built environment including buildings, cities, and industrial parks. The strategy priorities in the Philippines include the focus on climate-related advisory and investment services. To support this agenda, KTCSM Unit is seeking an Extended-term consultant based in Manila, Philippines. The selected candidate will support the implementation of the Green Building program in the Philippines, and cross support the delivery of green buildings and other programs listed below in the Pacific Island region. EDGE Green Building Program The Green Building Program aims to catalyze a virtuous cycle of supply and demand for resource-efficient building construction and ownership. A main thrust of the program is to create a paradigm shift by setting a metrics-driven standard of what constitutes a green building, and to reward property developers for meeting these standards through the WBG’s green building certification called EDGE – (Excellence in Design for Greater Efficiencies). The program works through third-party certification providers to administer and confirm compliance with the EDGE standard. In the Philippines, the program has reached market scale with more than 4.5 million square meters of EDGE-certified floor space, including over 2 million square meter meeting EDGE most stringent Zero Carbon, making the country the leading EDGE Zero Carbon market globally. The program has also helped build strong local capacity, with 126 EDGE Experts trained in the Philippines, 46% of whom are women. This progress has been reinforced by supporting Green Building investment uptake, with IFC securing over USD 475 million linked to EDGE, helping to move green buildings from niche adoption toward mainstream market practice. (see www.edgebuildings.com ). Building Resilience Index Program Building Resilience Index (BRI) has been developed as a complementary initiative to help the building sector identify, assess, improve, and disclose resilience to natural hazards and climate-related risks. As an innovation of the WBG, BRI is a web-based hazard mapping and resilience assessment framework that supports developers, financial institutions, insurers, governments, and other stakeholders to strengthen the resilience of buildings and portfolios through a practical, standardized approach. The Philippines was the first pilot country for BRI, which has since gained maturity and momentum across Asia and beyond. The Philippines now ranks second among implementing countries, with more than 2 million square meters of floor area self-assessed and 19 projects verified through the BRI app. (see www.resilienceindex.org ). Global APEX Green Cities Program WBG has created a climate-smart cities platform called APEX Green Cities. This new platform will help cities make decisions about the future of their energy, transport, water, and waste systems through an extensive array of policy and investment options. The APEX software is used to quickly assess the resource requirements, greenhouse gas emissions impacts, costs, and payback periods of policies, investments, and planning measures. The APEX Green Cities program aims to increase public and private climate-related investment pipeline influenced by city-level policies and investment plans. More information on APEX can be found at www.apexcities.org . Eco Industrial Parks (EIP) WBG is piloting Eco Industrial Park rating, for suitable projects across multiple countries, covering ESG (environmental, social, and governance) metrics. The assessment will typically provide gap-diagnostics to new and planned industrial park developers, operators and infrastructure service providers.
