Job Description

At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit https://www.worldbank.org/en/who-we-are/ibrd BACKGROUND AND OBJECTIVES Today, 295 million people across 53 countries face the most extreme levels of acute food insecurity—2.5 times more than a decade ago. These crises are no longer episodic; they are systemic, driven by conflict, climate shocks, economic instability, and fragile institutions—leaving millions trapped in a cycle of recurring shocks and poverty. Additionally, over the next decade, 1.2 billion young people will reach working age, while the world must produce 30 percent more food by 2050. The World Bank Group (WBG) is a leading provider of support to farming, agribusiness, and food security. Through its flagship initiative, AgriConnect, the WBG is helping smallholders transition from subsistence to surplus by strengthening cooperatives, improving market linkages, and expanding access to finance and digital tools for farmers and SMEs. Within this framework, the World Bank Group advances global food and nutrition security by strengthening preparedness, policy coherence, and financing mechanisms. Its work includes the following activities, among others, consolidated under the Global Food and Nutrition Security Programmatic Advisory Services and Analytics (PASA 2.0):

  • Supporting nationally owned Preparedness Plans for Food and Nutrition Security in more than 30 countries to enable earlier, coordinated action that safeguards livelihood assets, protects jobs, and reduces exposure to major crisis risks; B. SCOPE OF WORK The FSGP and WKPFD teams in the World Bank Group are seeking an experienced, high-performing, and results-oriented Extended-Term Consultant (ETC). The consultant will support the design, coordination, and implementation of priority initiatives managed by these teams. This includes supporting the development and strengthening of national preparedness for food and nutrition security crises. The consultant will contribute to the operationalization and rollout of national high-frequency early warning systems, including the production and dissemination of Joint Monitoring Reports (JMRs). As part of these efforts, the consultant will provide technical coordination support for the WBG Crisis Response Window Early Response Financing (CRW ERF). The consultant will assist in the preparation, quality assurance, and publication of recurring analytical products and support WBG food and nutrition security strategic and technical partnerships. The consultant will also support the Global Food and Nutrition Security Dashboard, as well as providing other technical and administrative support as needed. The position requires strong analytical skills, effective coordination capacity, and the ability to manage multiple workstreams in a fast-paced environment. C. DELIVERABLES EXPECTED FROM CONSULTANT The ETC will serve as a core member of the FSGP and WKPFD teams and work closely with the teams’ Task Team Leaders (TTLs) to ensure the timely, high-quality delivery of the following outputs: 1.Support the technical coordination of the WBG Crisis Response Window Early Response Financing (CRW ERF), including contributing to an estimated five technical eligibility reviews per calendar year and liaising between operational and corporate teams to facilitate streamlined, timely, and well-documented review processes. Support will also focus on updating the CRW ERF trigger-based activation system, including by testing and launching updates utilizing high frequency risk monitoring systems developed by the WBG. 2.Support the operationalization and rollout of national high-frequency early warning systems, namely Joint Monitoring Reports (JMRs), as part of the CRW ERF and in 15 countries, in close partnership with national bureaus of statistics and relevant technical agencies to ensure methodological rigor, data quality, timeliness, and sustainability. This includes exploring the use of these systems in connection with risk-based management practices, including regional grain reserves (e.g., ECOWAS) and related engagements, in line with the work program of the London Hub. 3.Support the strategic operationalization of national preparedness for food and nutrition security crises in 15 prioritized countries, working in close collaboration with WBG country and regional teams, as well as government counterparts across relevant line ministries and central planning authorities, to advance implementation and strengthen institutional capacities and coordination. 4.Support the publication of recurring analytical products by maintaining robust data pipelines and high-quality visual outputs that track global and regional trends in food security. This includes maintaining a transparent and reproducible data architecture integrating indicators from the WBG as well as external sources. 5.Support WBG food and nutrition security strategic and technical partnership engagements, including those requiring senior management participation, such as Global Leadership Roundtables convened upon activation of Preparedness Plans, as well as engagement with the Global Network Against Food Crises (GNAFC) and the Integrated Food Security Phase Classification (IPC), ensuring strong coordination, preparation of technical materials, and follow-up on agreed actions. 6.Support the development, enhancement, and maintenance of the Preparedness Plan, JMR, and financial tracking modules within the Global Food and Nutrition Security Dashboard, ensuring functionality, data integrity, and alignment with evolving operational and analytical needs.
