Macroeconomic pressures, limited access to finance and markets, and low productivity constrain investment, export diversification and job creation, especially in rural areas. Deforestation, forest degradation and recurrent severe wildfires threaten biodiversity, watersheds, agricultural production and forest-dependent livelihoods, while droughts and floods increase exposure to climate shocks. Fragmented institutional mandates, insecure land tenure and weak enforcement further constrain sustainable land use and private investment. Addressing these challenges requires stronger environmental governance, integrated climate and fire-risk management, and economically viable opportunities that link forest conservation and restoration with jobs, incomes and resilience, especially for Indigenous peoples and rural communities. The World Bank is supporting a portfolio of forestry, environmental sustainability, climate resilience, landscape restoration and climate finance engagements in Bolivia. Two key operational workstreams are: (i) preparation of the proposed Resilient and Inclusive Conservation of Ecosystems through Sustainable Solutions (RAÍCES Bolivia; P511187) operation, focused on stronger forest governance, climate-resilient productive landscapes, forest bioeconomy, fire risk reduction and mobilization of climate finance; and (ii) implementation support for the Targeted Restoration and Economic Enhancement of Chiquitania Forests for Sustainability (TREES Bolivia; P509669) project, financed by the Japan Social Development Fund and implemented by Fundación para la Conservación del Bosque Chiquitano (FCBC), with a focus on restoration of fire-affected landscapes and local livelihoods in the Chiquitania. Alongside these operations, ENV is engaging with national and subnational counterparts and development partners on environmental and climate policy, potential investment and advisory engagements, resource mobilization and consultations with stakeholders. Continued in-country technical and operational support will facilitate continuity across project delivery and the broader ENV dialogue in Bolivia. The ETC will provide technical, operational and coordination support to ENV in advancing the World Bank’s environment portfolio in Bolivia during January–June 2027. The assignment will focus on RAÍCES preparation, selective TREES implementation support and broader ENV engagement, including policy dialogue, business development, fundraising and stakeholder consultation. The ETC will work under the Practice Manager’s overall supervision, in close coordination with relevant TTLs and World Bank teams. Activities and priorities will be adjusted to portfolio needs and the status of government and partner discussions. Scope of Work A.
