Ethiopia’s education sector is undergoing a period of significant transformation, shaped by ambitious national reforms and supported by a set of large-scale World Bank–financed operations and analytical engagements. Central among these are the Ethiopia Education Transformation Operation for Learning (ETOL) and the Human Capital Operation (HCO), which together aim to improve learning outcomes, strengthen system performance, and enhance equity across the education sector. The ETOL program focuses on improving foundational learning, addressing disparities in equitable access, improving learning outcomes and strengthening service delivery at federal and regional levels. ETOL also supports system reforms related to teacher effectiveness, learning assessment, curriculum implementation, and education management information system. The program is complemented by Additional Financing operations intended to deepen results and scale up interventions to support education for refugees and the refugee-hosting communities. The HCO in Ethiopia takes a multi-sectoral approach to improving human development outcomes, with education as a core pillar alongside health and nutrition. Within the education sector, the HCO supports reforms aimed at strengthening basic education, girls participation in education, improving service delivery to underserved populations, and reinforcing institutional capacity for planning, financing, and implementation. In parallel, the World Bank serves as Grant Agent for the Global Partnership for Education (GPE) System Capacity Grant (SCG), a US$4.1 million grant implemented over the period 2024–2028. The SCG is designed to address systemic bottlenecks in Ethiopia’s education sector through three financing windows: (i) gender-responsive system planning and policy development; (ii) coordinated action and financing for transformative change; and (iii) strengthening data, evidence, and capacity to support adaptive learning and results-based implementation. Given the scale, complexity, and interlinkages across ETOL, the HCO, and the GPE SCG, the Education Global Practice seeks to engage an Extended Term Consultant (ETC) to provide technical, analytical, and operational support across the education portfolio in Ethiopia. 2. Objective of the Assignment: The objective of this assignment is to provide comprehensive and continuous technical and operational support to the World Bank education portfolio in Ethiopia, with a particular focus on:
