At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit International Bank for Reconstruction and Development Gender-based violence (GBV) remains one of the most pervasive human rights and development challenges globally. An estimated one in three women worldwide experiences physical and/or sexual violence during her lifetime, with significant consequences for health, education, economic opportunities, agency, and overall wellbeing. GBV also imposes substantial social and economic costs on individuals, communities, and countries, undermining human capital accumulation and inclusive development outcomes. Recognizing the scale and development impacts of GBV, World Bank Group Gender Strategy 2024 - 2030: Accelerating Gender Equality to End Poverty on a Livable Planet identifies ending gender-based violence (GBV) and increasing human capital as one of its three strategic goals. In support of this objective, the World Bank Group is expected to strengthen its engagement on GBV prevention and response through operations, policy dialogue, analytical work, knowledge generation, and partnerships. The GBV agenda under the Gender Strategy includes support for evidence-based interventions and the strengthening of policies, institutions, systems, and services to prevent and respond to all forms of GBV, including child marriage, female genital mutilation, intimate partner violence, sexual harassment, and technology-facilitated GBV. It also promotes the exploration of emerging areas, including the links between GBV and climate change, digitalization, early childhood development, and private sector engagement. At the same time, since 2016, the World Bank has significantly strengthened its approach to preventing and mitigating Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH) risks in investment operations. Building on the recommendations of the GBV Task Force, the institution has developed a comprehensive set of policies, tools, guidance notes, and operational processes to support SEA/SH risk identification and mitigation. Today, Investment Project Financing operations involving major civil works, as well as Human Development projects, conduct SEA/SH risk screening and implement mitigation measures consistent with World Bank requirements and Good Practice Notes, creating important entry points for broader engagement on GBV prevention and response. Building on the Gender Strategy, the Gender Department developed a GBV Action Plan to support a more systematic and scalable approach to GBV prevention and response. The Action Plan includes an ambitious result focused on increasing the number of countries investing in GBV prevention and response and identifies a set of scalable solutions designed to help operational teams integrate GBV interventions into sector operations. These include Survivor-Centered Health Services, Safe Schools, Cash Transfers Plus, Safe Workplaces, Safe Public Spaces, and Safe Digital Spaces. To support implementation at scale, the Gender Department is leading the development, validation, and dissemination of solution packages that translate these scalable solutions into practical operational guidance. These packages combine financing, knowledge, advisory services, policy content, implementation measures, evidence, and operational tools to support adaptation across different country and sector contexts and facilitate the integration of GBV prevention and response interventions across World Bank operations. The Gender Department is seeking to hire an Extended Term Consultant (ETC) with expertise in GBV to support the implementation of the World Bank Group GBV Action Plan. The ETC will contribute to institutional efforts to strengthen the integration of GBV prevention and response across World Bank Group operations, help translate global evidence and operational lessons into practical and scalable operational approaches, and support the implementation of the Gender Strategy objective on ending GBV and increasing human capital.
