For more information, visit https://www.miga.org/ The Operational Strategy and Financing Solutions (MIGIG) unit within MIGA plays an important role in unlocking the potential of the WBG Guarantee Platform. With the launch of the Guarantee Platform, the demand for technical support to identify bankable private sector projects, in particular those that require WBG guarantee support, has rebounded, and is expected to grow going forward. The platform provides an opportunity to develop new guarantee solutions that can unlock new commercial and financing models in support of WBG Strategic Priorities, to combine individual guarantee products and WBG lending, as well as to provide portfolio covers and support to country platforms. Unlocking this requires greater focus on identifying opportunities at regional level, engaging with global challenge programs, supporting the co-creation of replicable and scalable solutions, and coordinating with an emerging set of climate finance instruments. MIGIG is positioned within the MIGA Industries Directorate. Serving both as an operational unit and a strategic “think tank,” MIGIG is actively involved in global initiatives, the development of advanced financial and de-risking solutions, and the establishment of pipelines for WBG-GP. The unit facilitates strategic midstream engagement with World Bank and IFC teams across regions and global practices to cultivate a portfolio of bankable transactions. Additionally, it supports MIGOP Regional Heads, as well as Managers from the MIGOP Industries and Financial Institutions Group, in originating de-risking transactions. MIGIG is developing an expanded suite of new de-risking solutions, including liquidity support guarantees, designed to respond to the unique needs of investors. The Senior Infrastructure Finance Specialist will report to the Lead Infrastructure Finance Specialist of MIGIG. Under the guidance of the Lead Infrastructure Finance Specialist, s/he works in close collaboration with team members from MIGIG, Sector and Regional teams at IDA/IBRD, ESMAP, and IFC, and other units within MIGA, to develop new de-risking instruments, with a primary focus on liquidity support guarantees, and to advance the implementation of these new products. Scope of Assignment The consultant is expected to undertake the following tasks across the term of the assignment: A. Product Development Assist in the development of new de-risking products and applications, with a particular focus on WBG strategic initiatives (such as Mission 300, AgriConnect, Digital, Water Forward, Carbon Markets, Minerals and Metals, and Small Island schemes), including the identification of opportunities and replicable de-risking models that can be scaled across regions and programs. B. Approval Documentation Support preparation of the full suite of documentation required for internal approval of new de-risking solutions, including:

  • Concept Note: An initial concept note suitable for early-stage internal review and stakeholder alignment.
  • IDA Private Sector Window Materials: Presentation and supporting documentation for submission to IDA teams and committees in relation to deployment of new products through the Private Sector Window, including for the IDA Mid-Term Review, as required.
  • Board Approval Documentation: Full Board approval package, developed in coordination with relevant internal teams. Deliverable: A complete set of approval documents at each stage, finalized in coordination with the Lead Infrastructure Finance Specialist and task team. C. De-Risking Product Legal Documentation In collaboration with MIGA’s legal team (MIGLC), external advisors, and relevant team members, support the development of legal documentation for de-risking products, including:
  • Short-form term sheet for inclusion in tender packages.
  • Long-form term sheet for client engagement and counterpart negotiations.
  • Full guarantee agreement. Deliverable: Finalized legal documentation, ensuring alignment with other elements of the program design. D. Structuring, Underwriting and Governance Develop structuring and underwriting guidelines for the de-risking product. Guidelines should address eligibility criteria, coverage parameters, pricing principles, risk assessment methodology, and conditions precedent. Develop a guidance note on potential government requirements to enhance design of projects benefiting from new de-risking solutions (e.g., legal opinions, waiver letters, government budgeting, account mechanisms, etc.). Deliverable: A Structuring and Underwriting Guidelines document suitable for internal use by MIGA teams. A guidance note on payment risk mitigation solutions presenting a structured menu of options with an assessment of the advantages, limitations, and applicability of each, together with recommended approaches for the first set of transactions. E. Transaction Support Support the WBG teams with the integration of new Guarantee Platform de-risking solutions into the program/project design. Review and comment on project design and key project materials, as applicable. Participate in coordination calls with the task team member, as applicable. F. Knowledge Materials Support the preparation of knowledge materials for workshops, training sessions, government engagement, and private sector engagement. Duration of Assignment This is an Extended Term Consultant (ETC) engagement with a term duration of one (1) year extendable for up to three (3) years in total. Work will commence in FY27. Occasional international travel may be required.
