Context and Rationale Agriculture is a strategic sector for Türkiye’s economic resilience, food security, exports, and rural livelihoods, but its competitiveness and contribution to inclusive growth and quality jobs are constrained. The sector contributes 6.4 percent of GDP and around 16 percent of exports, supplies key inputs to the agrifood industry, and supports domestic and regional food security. Yet rising production costs, macroeconomic conditions, and intensifying climate shocks —including droughts, frost, water scarcity, and natural disasters —are reducing productivity growth and resilience, particularly among the smaller producers, while affecting food security. Currently, there are two ongoing World Bank projects in Türkiye and one upcoming project. The two ongoing projects are: Türkiye Climate Smart and Competitive Agricultural Growth Project (TUCSAP) is an active, World Bank-funded initiative designed to modernize the agricultural sector in Türkiye. Approved in fiscal year 2022 with a total commitment of $341.27 million, the project is implemented by the Turkish Ministry of Agriculture and Forestry. Its primary objectives are to strengthen institutional capacity for sustainable and competitive agricultural growth while promoting the widespread adoption of climate-smart agricultural practices across targeted regions. Key project interventions include enhancing the collection and utilization of soil and land data, improving animal disease surveillance and diagnostic capabilities, and fostering technology adoptions such as geothermal heating integrations—to boost resource efficiency, reduce greenhouse gas emissions, and enhance overall climate resilience. The Agriculture Sector Recovery in Türkiye's Earthquake-affected Provinces Project (TARDIP) is a World Bank-funded operation designed to support the resilient and climate-smart recovery of the agrifood sector in the provinces devastated by the February 2023 earthquakes, as well as targeted adjacent areas. Approved on December 11, 2024, and implemented by Türkiye's Ministry of Agriculture and Forestry, the project features two primary operational components: enabling climate-resilient service provisions, such as water-efficient irrigation modernization and shared machinery models; and facilitating a climate-smart recovery of the livestock sector by restoring productive capacities and improving pasturelands. One upcoming project is the Türkiye Agrifood Sector Transformation for Rural Jobs and Growth (TARGET) Project with US$750 million IBRD-financing. This project is designed to enhance market integration, facilitate farmers’ access to finance, and support more and better-paid jobs in Türkiye’s agrifood sector. TARGET will be implemented by the Ministry of Agriculture and Forestry through the Agriculture and Rural Development Support Institution (TKDK). TARGET operationalizes the World Bank's AgriConnect approach to address chronic underinvestment in technology and infrastructure while resolving supply chain coordination failures. It achieves this by providing concessional reimbursable financing to mid-size enterprises and producer organizations to upgrade critical downstream assets—such as logistics, cold-chain systems, and digital traceability—alongside a risk-sharing partial credit guarantee mechanism that helps credit-constrained upstream farmers invest in productivity-enhancing and climate-resilient practices. Ultimately, these integrated interventions aim to crowd in private investment, increase agricultural competitiveness, and generate sustainable employment opportunities, particularly for women and youth in economically lagging regions. Given the growing agricultural portfolio and policy engagement in Türkiye, the SCAAG seeks a highly qualified Agriculture Coordinator to join the Türkiye Agriculture Team as an Extended Term Consultant (ETC) based in Ankara. The position will contribute to implementation support, policy dialogue, high-quality analytical tasks, and coordination with internal and external partners. The Agriculture Coordinator will work closely with Task Team Leaders (TTLs), country management units, fiduciary, environment and social teams, as well as with partner institutions to help ensure timely, high-quality outputs and results on the ground. He/She will report to the Practice Manager for SCAAG. Duties Accountabilities Operational Support

• Implementation support. As part of the Türkiye Agriculture team, the Agriculture Coordinator will provide day-to-day operational support to the agriculture projects (including TUCSAP, TARDIP, and TARGET) and Trust Fund portfolio. The Agriculture Coordinator will participate in all implementation support activities including mission planning, stakeholder consultations, site visits, results monitoring, disbursement support, preparation of mission aide memoires and site visit reports, and other operational issues. In addition, the Agriculture Coordinator will draft back-to-office reports, track progress on agreed actions, and follow up with relevant counterparts and internal teams and provide technical and analytical inputs to project documents, preparation of various technical terms of references (ToRs) and other operational documents.
• Coordination with the Government and other stakeholders. The Türkiye agriculture projects are implemented by multiple General Directorates within the Ministry of Agriculture and Forestry (MOAF), with several Project Implementation Units (PIUs) responsible for different project components and subcomponents, and a combined Project Coordination Unit (PCU). The Agriculture Coordinator will ensure coordination among PIUs and PCUs as well as with other government and non-government stakeholders as part of implementation support and ensure follow-up on agreed actions.
• Results Monitoring and Reporting. The Agriculture Coordinator will work closely with the Türkiye agriculture team to prepare visibility deliverables including results monitoring reports, beneficiary feedback and testimonials, social media and other outputs on success stories, etc. in coordination with PIUs, PCU and other stakeholders.
• Capacity Building and Training. The Agriculture Coordinate will work closely with technical, fiduciary (financial management and procurement), and environmental and social, colleagues to support planning and delivery of training and capacity building activities and lead in preparation of relevant documentation and reports in a timely manner.
• Partnerships and Knowledge Management. The Agriculture Coordinator will support coordination and collaboration with key stakeholders, including UN agencies, research institutions, civil society organizations, development partners, and other relevant actors engaged in agrifood system development in Türkiye. The coordinator will facilitate knowledge exchange and contribute to the preparation of analytical and knowledge products related to project objectives and sector priorities. In addition, the ETC will support the organization and delivery of workshops, stakeholder consultations, study visits, training activities, and learning events, and will assist in the preparation of reports, presentations, briefing materials, and other communication products in English to promote the dissemination of lessons learned, good practices, and project results.
