Background The World Bank’s Human Capital Project (HCP), launched in October 2018, is designed to help countries to accelerate human capital development as a core element of their overall strategies for increased productivity and growth. The HCP program has three parts:

  • Data: Human Capital Data Portal, HC Country Briefs, HC Knowledge Packs and rolling out the HCI+
  • Diagnostics: on AI, demographics, public finance
  • Dialogue: Human Capital Conclave, Human Capital Talks, thematic seminar series A core function of the HCP team is to advance the human capital data agenda. This involves enhancing the accessibility, relevance and quality of human capital data. The main vehicle is the Human Capital Data Portal, a comprehensive platform for collecting, curating and disseminating key human capital indicators. The team also disseminates and operationalizes the Human Capital Index Plus (HCI+). The HCI+ is a consolidated measure of countries' progress in human capital. These indicators underpin several of the team's flagship products. The Human Capital Country Briefs are prepared for the Human Capital Ministerial Conclave at the Annual Meetings. The Human Capital Knowledge Packages inform Country Partnership Framework (CPF) and Systematic Country Diagnostic (SCD) engagements, as well as Knowledge Advisory Team (KAT) meetings. In this context, the position described in these Terms of Reference is for an Extended-Term Consultant who will provide critical support to the HCP global team on the human capital data agenda and on HCP programs more broadly. The consultant will contribute to ongoing efforts to strengthen the quality and accessibility of the Human Capital Data Portal. The consultant will also enhance the use of HCI+ and other human capital data through Human Capital Country Briefs, Human Capital Knowledge Package, and related inputs to strategic planning and policy formulation more broadly at both global and country levels. 2. Objectives of the Assignment
  • Ensure timely, high-quality updates and maintenance of the Human Capital Data Portal.
  • Integrate the updated HCI plus data into the design and production workflow of Human Capital Country Briefs.
  • Produce Human Capital Knowledge Packages ahead of CPF reviews and KAT (Knowledge Advisory Team) meetings, linking human capital gaps to the Bank's country portfolio
  • Provide ad-hoc analytical and technical assistance to the HCP team. 3.

Roles and Responsibilities

1) Human Capital Data Portal

  • Retrieve, update, harmonize and validate data on Human Capital (incl. Metadata and using API of various sources).
  • Integrate HCI+ into the Human Capital Data Portal and develop intuitive and engaging visualizations.
  • Produce a brief maintenance note after each update, summarizing changes and outstanding issues. 2) Human Capital Country Briefs
  • Automate data pulls from the portal and underlying sources and streamline the production files to enable generation at scale.
  • Draft, quality-assure and finalize the briefs, in coordination with regional teams and country offices.
  • Ensure every figure traces to a documented source and flagging gaps if any.
  • Maintain the template and production documentation to keep briefs consistent and incorporate feedback from regional teams and users. 3) Human Capital Knowledge Packages
  • Prepare Human Capital Knowledge Packages on request, following the template and structure.
  • Gather, refresh and quality-assure the source inputs including HCI+ data, comparator countries, complementary indicators, WBG targets and the portfolio.
  • Build and maintain the country portfolio analysis, including lending-by-sector figures and the gap-by-gap alignment and operations tables.
  • Maintain the production workflow and documentation so packages stay consistent and reproducible, and incorporate user feedback. 4) Dissemination of the HCI+ Capacity Building
  • Develop talking points, scripts, slide decks, figures and presenter notes for internal and external launch sessions, staff training, and other HCI+ engagement activities.
  • Deliver virtual or in-person training sessions when requested. 5) Knowledge Generation Ad-hoc Support Compile and analyze country-specific human-capital datasets.
  • Support organization of clinics, workshops and knowledge-exchange events.
  • Provide rapid research and technical inputs requested by the TTLs.
