Agricultural land accounts for 57 million hectares — approximately 45.6% of total land — yet only 16% of arable land is currently cultivated. The predominance of subsistence farming, low productivity levels, limited market access, and climate vulnerability continue to constrain the sector's contribution to economic diversification and food security. The World Bank has been engaged in Angola's agricultural development through a series of complementary projects. The Commercial Agriculture Development Project (PDAC, P159052) focuses on increasing productivity and market access for small and medium farm and agribusiness enterprises through a productive alliance approach. The Angola Smallholder Agricultural Transformation Project (MOSAP 3, P177305), a USD 300 million IBRD operation, aims to increase agricultural productivity, promote climate resilience, and strengthen institutional capacity for smallholder farmers at national scale, building on the successes of MOSAP 1 and MOSAP 2. Together, these projects form a complementary and mutually reinforcing portfolio supporting Angola's agricultural transformation agenda. Following the completion of the AgriConnect Compact by the Government of Angola, the World Bank is initiating a preparation of a new Angola Value Chain and Agribusiness Project, which support the implementation of the Compact to further deepen commercialization, strengthen agri-food value chains, promote private investment and job creation in the sector. To effectively support implementation and preparation activities across this portfolio, the Agriculture and Food Global Practice seeks to convert an existing Short-Term Consultant (STC) to an Extended Term Consultant (ETC) position, ensuring continuity of expertise and sufficient bandwidth to manage the demands of the portfolio. Objective The objective of this assignment is to provide sustained technical and operational support for the supervision of active World Bank-financed agricultural projects in Angola (PDAC and MOSAP 3), and to contribute substantively to the preparation of the new Angola Value Chain and Agribusiness Project. Scope of Work and Key Responsibilities The ETC will work under the direct supervision of the Task Team Leaders (TTLs) for the respective projects and will be responsible for the following: Supervision of PDAC (Commercial Agriculture Development Project — P159052)

• Support regular implementation, support missions, including preparation of Aide-Memories, back-to-office reports, and Implementation Status and Results Reports (ISRs).
• Monitor project progress against agreed results frameworks and flag risks or implementation bottlenecks to the TTL on a timely basis.
• Provide technical review of project deliverables, including business plans, value chain assessments, and studies produced under the project.
• Assess the performance of matching grant subprojects and productive alliances, and support quality assurance of fiduciary, M E, environmental and social compliance.
• Liaise with the Ministry of Agriculture and Florest (MINAGRIF) and the Project Implementation Unit (PIU) to facilitate communication and problem-solving.
• Support procurement processes, including review of terms of reference for project consultancies and technical review of evaluation reports as required.
• Coordinate with co-financiers, including the French Development Agency (AFD), and other relevant development partners active in Angola's agriculture sector. Supervision of MOSAP 3 (Angola Smallholder Agricultural Transformation Project — P177305)
• Support implementation support missions and preparation of all associated Bank deliverables (ISRs, Aide-Mémoires, action plans).
• Monitor and review progress on key MOSAP 3 activities, including Farmers' Field Schools (FFS) rollout, climate-smart agriculture (CSA) adoption, e-voucher programs, irrigation investments, and livestock support.
• Track performance of the National Farmers' Registry (RNPA) and National Angolan Animals' Registry (RN2A) systems and support capacity building of MINAGRIP and the Agrarian Development Institute (IDA).
• Review M E data and support preparation of semi-annual and annual progress reports.
• Identify and document key lessons learned from MOSAP 3 implementation relevant for the new project in preparation.
• Coordinate with co-financiers, including the French Development Agency (AFD), and other relevant development partners active in Angola's agriculture sector.
• Support procurement processes, including review of terms of reference for project consultancies and technical review of evaluation reports as required. Preparation of the New Angola Value Chain and Agribusiness Project
• Contribute to concept development and project design, drawing on implementation experience from PDAC and MOSAP 3, as well as broader knowledge of agribusiness development and value chain approaches in Sub-Saharan Africa.
• Support preparation of analytical underpinnings, including value chain analyses, market assessments, private sector diagnostics, and agribusiness enabling environment reviews.
• Assist in the drafting of the Project Information Document (PID), Project Appraisal Document (PAD), and related technical annexes.
• Engage with government counterparts, private sector stakeholders, and development partners during preparation missions and consultations.
• Contribute to the design of the project results framework and monitoring and evaluation systems.
• Support environmental and social due diligence processes in coordination with the Environmental and Social team.
• Participate in quality review processes (Decision Meeting, Concept Review) and respond to review comments. Cross-Cutting Portfolio Support
• Ensure coordination and synergies across the Angola agriculture portfolio, including linkages with the Climate Resilience and Water Security Project (RECLIMA, P177004) and the Accelerating Economic Diversification and Job Creation Project ( D+, P178035)
• Prepare briefing notes, talking points, and other knowledge products as requested by the TTL or Practice Manager.
• Support engagement with the Government of Angola on sector policy dialogue relevant to the portfolio.
• Contribute to portfolio-level reporting and donor coordination activities.
