Regional Context Countries of the Middle East , North Africa, Afghanistan and Pakistan (MENAAP) region confront a vast array of development challenges, from an uncertain and uneven recovery from the COVID -19 pandemic to the implications of decelerating global economy, deepening geopolitical divisions, protracted regional conflicts, and climate change. These overlapping crises are amplified by longstanding structural relating to economic governance that contribute to an outsized presence of the state in the economy, high unemployment rates among women and youth, and limited intraregional trade and investment. Overcoming these challenges will allow MENAAP countries to realize their vast development potential, endowed as the region is with a rapidly growing and highly educated population, geo -strategic location, and abundance of renewable energy potential. To unl ock this potential, the World Bank is advancing inclusive, sustainable, and resilient development through a two -pronged strategy that seeks to respond to sudden and severe crises while supporting reforms that spur structural transformation and job creation, advance gender equity, strengthen regional cooperation, and accelerate green transitions. This strategy is operationalized through a differentiated approach that reflects the distinct circumstances of the World Bank’s clients in the region, comprising 2 2 countries that range from active IBRD borrowers and IDA recipients to recipients of reimbursable advisory services and non -active countries with whom the Bank maintains a policy dialogue. The Maghreb Department The World Bank Maghreb Department (M AP01) is situated at the western part of the MNAAP Region, serving five Middle Income Countries (Algeria, Libya, Malta, Morocco and Tunisia), collectively representing a population of approximately 100 million. The Country Management Unit (CMU), headquartered in Rabat, Morocco, is led by a Division Director and supported by decentralized teams in each country office. Since the establishment of the department, the CMU has been committed to addressing specific development needs of its member countries through a combination of lending, grants, as well as Advisory Services and Analytics. The World Bank’s Country Partnership Framework (CPF) for Tunisia (2023-2027) outlines the key pillars of the World Bank’s partnership with Tunisia to: 1) create quality jobs in the private sector; 2) strengthen human capital; and 3) enhance climate resilience and reduce carbon emissions. The World Bank in Tunisia is supporting the Government in advancing these goals through multiple programs, with an immediate focus on Energy, Water, Human Capital and perspectives on Connectivity. Furthermore, the CPF aims to integrate two cross-cutting themes —gender and social accountability, participation, and trust — across programs. As of August 2026, IBRD has an active portfolio in Tunisia consisting of 20 projects, collectively valued at US$3.3 billion in loans and grants. The World Bank’s initiatives in Tunisia are further supported by Advisory Services and Analytics, which deliver robust economic and social diagnostics as public goods accessible to all stakeholders. The Tunisia Economic Resilience and Inclusion (TERI) Umbrella Trust Fund Program 2.0 — with cumulative donor contributions exceeding US$90 million — is managed by the Tunisia CMU and provides critical technical assistance to the Government of Tunisia, closely aligned with national priorities and the objectives of the CPF 2023 –2027. TERI is a multi -donor trust fund (MDTF) instrument that enables coordinated, programmatic delivery of ana lytical and advisory support across multiple Global Practices (GPs). MAPTN is seeking a highly qualified ET Consultant to join the Tunisia Program Management team as the TERI Umbrella P ortfolio Coordinator. The Coordinator will play a central role in the management, administration, and coordination of the TERI Portfolio and its associated trust funds. The Tunisia Trust Funds team coordinates the administrative and operational aspects of TERI and serves as the primary interface between the CMU, donors, and the Government of Tunisia. Roles and Responsibilities The selected candidate will be responsible for the following tasks: Tunisia Economic Resilience and Inclusion (TERI) Umbrella 2.0 portfolio management and administration. The Coordinator will support the Umbrella Program Manager (UPM) in the overall administration and day-to-day management of TERI 2.0 portfolio including the associated TFs. This will include providing direct operational and substantive support to GPs in the preparation, implementation, monitoring, and reporting of activities; following up daily with the Task Team Leaders (TTLs) and teams on implementation progress, bottlenecks, milestones, deliverables, disbursements, and required actions; and ensuring timely coordination of inputs across GPs. The Coordinator will help track portfolio performance, maintain updated implementation and pipeline information, support compliance with World Bank trust fund policies and procedures, and contribute to strategic and programmatic discussions on the orientation of TERI activities. The Coordinator will also support the onboarding and coordinat ion of new trust fund windows as needed, including by helping clarify operational requirements, timelines, reporting obligations, and implementation arrangements. Monitoring and Reporting. a. Each year, the selected candidate will be responsible, with contributions from pillars/components coordinators and TTLs, for preparing the annual report for donors on progress of TERI Umbrella Trust Fund Program 2.0 which will cover activity progress, implementation lessons and challenges, M E update, overall MDTF budget and components budgets. Specifically, the selected candidate is responsible for accessing TF Portal, collecting and compiling inputs from focal points, editing and quality control of these reports before he/she transmits them to the TTLs and TF manager for final review and clearance. The selected candidate should be proactive in ensuring that the information is up to date and that the narrative is fully coherent. While the selected candidate will get inputs from TTLs and technical specialists, he/she remains responsible for editing and ensuring all requirements are met before submitting to the TTLs a nd TF manager (for final review and clearance) and subsequently to the donors for review. b. Regularly and based on financial data to be collected , the selected candidate will be responsible for compiling a budget report which will highlight updated budget/funding allocations per window and underlying activities, disbursements, commitments and available budget balance on the overall MDTF and for each window. The selected candidate will flag to the UPM any necessary action to be taken in relation to budget (ex. transfer of funds across windows, follow-up on installments from donors, slow disbursement). c. As needed, he/she will coordinate reviews and evaluations of the TF, including compliance audits and the evaluation of the overall TF. d. As needed, the selected candidate will organize and support ad hoc donor meetings by preparing agendas, consolidating inputs and updates from TTLs and teams, drafting briefing materials, documenting key takeaways and follow-up actions, and ensuring timely follow-up. He/she will also facilitate donor meetings during supervision missions with TTLs and contribute, as required, to aide-mémoires and other TERI-related mission documentation Overall coordination and support to Partnership Council (PC) and Technical and Coordination Committees (TCC). The selected candidate is required to lead on all the organization of MDTF-related events including the PC and TCC and other necessary meetings. Specifically, he/she will: a. Organize the Partnership Council and technical committees of the fund (define dates, send invitations, prepare materials in close coordination with the TTLs and the CMU) b. Draft the minutes of the Partnership Council and technical committee meetings and transmit those minutes for approval to relevant Pillar/component TTLs and Umbrella TF Manager and subsequently to the PC members and the TCC. Ensure the takeaways and follow -up actions are documented and monitored. Communication and Visibility Plan. The Coordinator will support the development and implementation of a proactive communication and visibility plan for TERI 2.0 , in close collaboration with the UPM, TTLs, window focal points, GPs, and donor counterparts. This will include providing direct substantive and operational support to teams to identify results, lessons learned , and knowledge products across sectors; following up regularly on communication needs, timelines, inputs, clearances, and dissemination opportunities; and ensuring that trust-funded activities are adequately captured and communicated. The Coordinator will coordinate the preparation and maintenance of key visibility products, including annual reports, donor briefs, newsletters, web content, videos, success stories, and other innovative materials, while ensuring consistency of messages with TERI objectives, WBG priorities, and donor reporting and communication requirements. Interface with donors and government. The Coordinator will support the UPM in maintaining regular, structured, and substantive engagement with donors and Government counterparts on the TERI 2.0 portfolio. This will include helping prepare and follow up on donor and Government consultations, coordinating inputs from GPs and TTLs, tracking agreed actions, and ensuring timely responses to requests for information, updates, and programmatic guidance. The Coordinator will provide day-to- day operational support to ensure that donor and Government fee dback is captured, reflected in program implementation as appropriate, and communicated to relevant teams. The Coordinator will also help ensure that partners remain informed of portfolio progress, emerging priorities, implementation constraints, and opportunities to strengthen alignment with Government priorities, TERI objectives, and WBG country engagement. Cross support to Global Practices. The coordinator will dedicate 30% of his/her time to provide flexible programmatic and operational support to selected Global Practices engaged in the Tunisia country program, with a particular focus on activities that contribute to the implementation of the Country Partnership Framework and broader World Bank Group engagement in Tunisia. This support may include contributing to the preparation, implementation, and supervision of analytical and advisory activities, lending operations, and technical assistance programs; coordinating inputs across teams and stakeholders ; supporting knowledge management and dissemination efforts; facilitating consultations, workshops, missions, and high -level meetings with Government counterparts and development partners; and assisting in the preparation of briefing materials, aide -mémoires, presentations, reports, and other operational deliverables. The Coordinator will work closely with TTLs, CMU colleagues, and technical specialists to help ensure timely delivery of work programs, monitor progress on agreed actions, and support ef fective coordination across sectors and Global Practices. The role will also contribute to identifying synergies between TERI-funded activities and the broader IBRD portfolio, promoting cross -sectoral collaboration, knowledge exchange, and a programmatic approach to development challenges. Support assignments will be determined in consultation with the UPM, the CMU and relevant GPs based on evolving business needs and strategic priorities.
