Mission and objectives

WHO is a specialized agency of the United Nations whose mission is to promote health, keep the world safe, and serve the vulnerable. Established in July 1946, WHO’s primary objective is the attainment by all peoples of the highest possible level of health. WHO’s functioning is guided by its Thirteenth General Programme of Work (GPW 13), 2019-2023 which focuses on the achievement of measurable impacts on people’s health at the country level. At the global level, the GPW13 aims at contributing to the triple billion targets as follows: 1) One billion more people are benefiting from universal health coverage, 2) One billion more people are better protected from health emergencies, 3) One billion more people are enjoying better health and well-being. In Guinea-Bissau, the WHO works to support the Government to contribute to the achievement of all the 3 billion targets as articulated in GPW13 in two ways: 1) The WHO leverages its leadership on global health to cooperate with the Government on health. This implies providing strategic direction to the Ministry of Public Health and, 2) providing support on policy advice and health systems strengthening.

The World Health Organization (WHO) was established on 7 April 1948, a date now commemorated annually as World Health Day. Today, WHO works in more than 150 countries to promote health, keep the world safe, and serve vulnerable populations, with the goal of advancing universal health coverage, strengthening protection from health emergencies, and improving health and well-being for all. WHO Guinea Bissau is one of the most visible United Nations agencies in the country, reflecting its strong technical collaboration with the Government of Guinea Bissau, active engagement with communities and partners, and dynamic communication and visibility efforts. The Organization supports the Government across a wide range of public health priorities, including primary health care, immunization, disease prevention and control, health systems strengthening, outbreak response, emergency preparedness, and humanitarian response. In this context, digital communication plays a critical role in promoting accurate public health information, increasing public awareness, supporting emergency communication efforts, and strengthening the visibility of WHO’s work and partnerships. WHO Guinea Bissau also works closely with a range of development partners, including the European Union, GAVI, AfDB, IsDB, World Bank, Embassies and other international and national stakeholders, making strong donor visibility and strategic communication essential. The UNV Digital Communication Assistant will support WHO Guinea Bissau in strengthening its digital presence, public engagement, multimedia storytelling, and visibility efforts across communication platforms. The role will contribute to ensuring effective communication of WHO and Government-led health initiatives, promoting partner visibility, and supporting timely and impactful communication during campaigns, missions, public health events, and emergency responses.

Within the delegated authority and under the supervision of the Country Office Representative or his/her designated mandated representative(s), the UNV Digital Communication Assistant will: · Manage and regularly update WHO social media platforms · Develop and implement digital content calendars aligned with WHO priorities and campaigns · Produce digital communication materials, including graphics, social media cards, photo stories, infographics, and other multimedia products · Produce and edit short videos, interviews, and audiovisual materials for health campaigns and strategic communication · Develop innovative and creative digital communication ideas and storytelling approaches to increase audience engagement and visibility · Create engaging multimedia content to strengthen WHO visibility, reach, and public interaction across digital platforms · Support the development of press releases, web stories, impact stories, presentations, and other communication products · Monitor digital engagement, media trends, misinformation, and audience interaction across platforms to support evidence-based communication · Support the communication and visibility of WHO events, campaigns, and public health observances · Manage and maintain the WHO country office website and undertake other communication-related tasks as assigned by the supervisor Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: · Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day). · Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. · Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities. · Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. · Assist with the UNV Buddy Programme for newly arrived UN Volunteers; · Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 13. Results/expected outputs: · Strengthened WHO’s digital visibility, audience reach, and engagement across social media and online platforms · Increased production and dissemination of timely, accurate, and engaging digital communication content on priority public health issues and WHO programmes · Improved public access to quality health information through innovative multimedia storytelling, audiovisual products, and digital campaigns · Enhanced creativity and innovation in WHO digital communication approaches, including the development of new content formats and audience engagement strategies · Strengthened coordination and collaboration with partners, media, UN agencies, and stakeholders to promote public health priorities and WHO visibility · conducting stakeholder analysis through medias analysis and designing key messages based on interests and power dynamics · Design media campaign materials for international days and weeks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Conditions of Service for National UN Volunteers Note on novel coronavirus – COVID-19. The rapidly changing nature of the novel coronavirus COVID-19 has placed significant and increasing restrictions on the freedom of movement of people, even within countries. Such restrictions may affect the ability of UN Volunteers to begin their assignments at their assigned duty station or limit their ability to enter UN premises. Thus, UNV cannot guarantee assignments will proceed as normal. Candidates for UN Volunteer assignments requiring travel to the duty station may be exceptionally granted during this period alternative working arrangements to work from their place of recruitment until restrictions are lifted. Candidates for UN Volunteer assignments may also need to begin their assignments remotely in cases where access to UN premises is restricted. These are decisions at the discretion of the host entity. Candidates proceeding to the interview are recommended to discuss travel requirements, any restrictions, and possible alternative arrangements with the host entity. If selected, candidates should carefully consider the circumstances before accepting UNV’s offer. The contract lasts for the period indicated above with the possibility of extensions subject to the availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to the duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities, and normal cost of living expenses. Life, health, and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
