For every child, the right to Protection

How can you make a difference?

Under the general guidance of the Child Protection Specialist, Mine Action and Explosive Weapons, based in Amman Center of Excellence (COE), Global Programme Division, the Consultant contributes to and is responsible for provision of consultancy service in developing an overarching Theory of Change (ToC) narrative and diagram for Explosive Ordnance Risk Education (EORE) accompanied by a results framework with examples of SMART indicators.

Background

Robust ToC and results frameworks are essential to ensuring that EORE programmes are strategically designed, evidence-informed, and accountable for results. Their absence often leads to poorly defined pathways to change, fragmented implementation across actors, and monitoring systems that emphasize activities and outputs rather than behavioural outcomes and long-term impact on the lives and livelihoods of affected communities.

Drawing on lessons learned over five years of global Rights and Results-Based Management (RRBM*) training applied to Explosive Ordnance Risk Education (EORE), UNICEF developed an initial draft of a global EORE ToC in 2022.

This draft was subsequently reviewed and refined through consultations with members of the EORE Advisory Group and UNICEF Social and Behaviour Change (SBC) specialists.

Following four consultation workshops, an advanced ToC diagram (Version 4), accompanied by a glossary of key concepts and terminology, achieved broad consensus by the end of 2023.

However, the accompanying ToC narrative and results framework have yet to be fully developed, validated, and tested in operational contexts.

The consultant will be responsible for completing this phase of work, ensuring that the ToC is translated into a practical and evidence-informed framework to guide the design, implementation, monitoring, and evaluation of EORE programmes.

*RRBM is a management approach that lays focus on achieving results effectively and seeks to ensure that all relevant actors contribute directly or indirectly to a defined set of results. Results are how we demonstrate change in the lives of children and their communities, especially the most disadvantaged.

RRBM is a widely adopted approach among the international development and humanitarian community to strengthen results.

Scope of Work:

The scope of this consultancy is to support UNICEF in equipping the Mine Action sector with a robust, practical, and adaptable overarching ToC and results framework for EORE.

The Consultant is expected to provide technical support for the following activities:

  • At the beginning of the assignment, the consultant is expected to produce and agree with the Child Protection Specialist, Mine Action and Explosive Weapons, on a detailed work plan for the assignment period.
  • Finalize the ToC Diagram and transform it into an interactive PDF with pop-up windows for each component.
  • Develop a comprehensive ToC narrative that will describe each enabling activity, means of delivery and change pathway (if-then) including the desired change and the assumption underpinning each change (because), the potential risks and the accountabilities.
  • Develop an overarching results framework for EORE with relevant SMART indicators.
  • Update the UNICEF RRBM/SBC glossary for EORE that will be attached to the ToC narrative.
  • Coordinate and facilitate at least 4 sessions with partners and stakeholders from the EORE Advisory Group and SBC sector to finalize the ‘beta’ version of the ToC (diagram and narrative) and the results framework.
  • Organize remotely the testing of the draft ToC and results framework with three countries and adjust the ToC and Results framework accordingly.
