TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT

Demand Analysis of GBV Services for Men and Boys and Mapping of SGBV Service Providers 

Hiring Office: UNFPA Mozambique 

Purpose of consultancy: 

The purpose of this consultancy is to undertake the following tasks: 

  1. Conduct a Demand Analysis for GBV services among men and boys; and 
  2. Map and develop a directory of civil society organisations (CSOs) providing SGBV-related services in targeted districts

Scope of work: (Description of services, activities, or outputs): 

UNFPA has been operating in Mozambique since 1987, supporting the Government of Mozambique to advance sexual and reproductive health and rights, gender equality, and population dynamics. A core pillar of UNFPA’s work in the country is the prevention of and response to sexual and gender-based violence (SGBV), with a focus on strengthening essential services, survivor-centred approaches, and systems-level coordination.

The Tolerancia Zero programme contributes to national efforts to prevent and respond to SGBV by strengthening service delivery, improving coordination among actors, and ensuring that survivors—particularly women, girls, and other vulnerable groups—have access to quality, accessible, and integrated services. While women and girls remain disproportionately affected by SGBV, there is growing recognition of the need to better understand and respond to violence experienced by men and boys, while ensuring that investments are evidence-based and aligned with broader survivor-centred service frameworks.

Within this context, UNFPA seeks to commission a consultancy to:

(i) assess the demand for GBV services among men and boys; and

(ii) map and develop a directory of civil society organisations (CSOs) providing SGBV-related services in targeted districts.

This study falls under Outcome 2 of the programme; whereby available, accessible, and quality essential SGBV services are promoted under the Tolerancia Zero programme.

Overall Objective: To generate evidence that strengthens UNFPA’s and partners’ capacity to deliver inclusive, accessible, and coordinated SGBV services by assessing demand for GBV services for men and boys and mapping existing SGBV service providers in target districts for survivors of SGBV.

Specific Objectives:

  1. To consolidate and analyse available data to assess the demand, gaps, and barriers related to GBV services for men and boys.
  2. To examine the feasibility, added value, and programmatic implications of investing in targeted GBV responses for male survivors within existing service delivery models.
  3. To map CSOs and service providers offering SGBV-related services (including shelters, legal aid, psychosocial support, health services, and child protection) in target districts for all survivors.
  4. To develop localized, user-friendly directories of SGBV service providers, with attention to proximity to CAIs, clinics, and entry points to the multisectoral mechanism.
  5. To provide practical recommendations to strengthen referral pathways, coordination mechanisms, and integration between prevention and response services.

Scope of Work: The consultant will undertake the following tasks:

I. Demand Analysis of GBV Services for Men and Boys

  • Review existing literature, SISMA reports, and national statistics related to GBV services for men and boys.
  • Conduct key informant interviews and/or focus group discussions with relevant stakeholders, including service providers, government counterparts, CSOs, and community actors, where appropriate.
  • Analyse demand patterns, service gaps, social and institutional barriers, and perceptions related to GBV services for men and boys.
  • Assess the potential benefits, risks, and operational considerations of strengthening or expanding targeted services for male survivors within the existing GBV response framework.
  • Provide evidence-based conclusions to inform programming and resource allocation decisions.

II. Mapping and Directory of SGBV Service Providers

  • Conduct a structured mapping of CSOs and institutions providing SGBV-related services in the target districts, including but not limited to shelters, legal assistance, psychosocial support, health services, and child protection mechanisms.
  • Identify service coverage, geographic reach, referral capacity, and linkages with CAIs, clinics, and entry points of the multisectoral mechanism. 
  • Develop localized service directories that can be used by implementing partners, community leaders, activists, and service providers to strengthen referral and contra-referral mechanisms.
  • Ensure that the mapping and directories are designed for practical use in training sessions, coordination meetings, and community-level discussions.

Duration and working schedule: The total number of consultancy days will be 40 working days,  over a period of 2.5 months (between July and September 2026)

Place where services are to be delivered: Maputo City

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): 

The consultant is expected to propose a qualitative approach, combining desk review, qualitative data collection, and stakeholder consultations. The methodology should be survivor-centred, gender-responsive, and aligned with ethical standards for GBV-related research, including confidentiality, informed consent, and do-no-harm principles. UNFPA encourages participatory approaches that engage key stakeholders and promote ownership of findings among partners.

Deliverables:

Deliverable 1: Inception Report outlining methodology, tools, workplan, and ethical considerations; Timeline: 17 August 2026; Payment: 20%

Deliverable 2: Draft Demand Analysis Report on GBV services for men and boys, including findings, analysis, and preliminary recommendations Draft Mapping Report and SGBV Service Directories, disaggregated by district; Timeline: 14 September 2026; Payment: 35%

Deliverable 3: Validation Workshop and Presentation of findings (due 5 September 2026). Final Consolidated Reports, incorporating feedback, including clear recommendations for programming, coordination, and service strengthening; Timeline: 28 October 2026; Payment: 45%
 
 
Monitoring and progress control, including reporting requirements, periodicity format and deadline: In addition to the timely submission of the deliverables above, the monitoring of progress will be done by Tolerância Zero Programme Coordinator with collaboration of the Programme Associate. Bi-weekly technical check-ins will be arranged by the Programme Associate. The report drafts and final versions will be reviewed by the Tolerância Zero’s Programme technical team. Final approval of the deliverables will be granted by the Tolerância Zero Programme Coordinator only upon satisfactory incorporation of feedback and confirmation that the reports align with the agreed-upon scope of work.

Supervisory arrangements: The consultant will be supervised by the Tolerância Zero Programme Coordinator, in collaboration with the Programme Associate

Expected travel: The assignment will require domestic travel within Mozambique to support programme implementation activities in the target provinces and districts, namely Gaza Province (Xai-Xai, Limpopo, Chókwè, Chongoene, and Chicualacuala), Manica Province (Chimoio, Machaze, Macossa, Tambara, Gondola, and Mossurize), and Maputo Province (Manhiça). Travel to and within the Provinces will be arranged by UNFPA in collaboration with the organization’s provincial offices. All consultancy costs  will be covered by UNFP.

Required expertise, qualifications and competencies: 

  • Minimum of a bachelor's degree and 7 years of professional experience.
  • Proven track record in GBV research, service mapping, or programme evaluations. 
  • Demonstrated experience in GBV programming, service mapping, and/or demand analysis. 
  • Strong understanding of survivor-centred and ethical research approaches. 
  • Experience working in Mozambique.
  • Capacity to conduct fieldwork in multiple districts 

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable: 

  • UNFPA will provide  travel and daily subsistence allowance for travel during travel to the three provinces.
  • The consultant must have his/her own computer, mobile phone, and IT equipment.
