National Consultant: Production of a Thematic Report on Gender Equality and GBV based on EDHS 2024–25 Data., Addis Ababa, Ethiopia

The Consultancy (30 working days)

The consultant will work under the overall supervision of the Population and Development Unit Supervisor and in close collaboration with the Gender Unit and Monitoring and Evaluation Unit. The consultant will work closely with relevant government counterparts, ESS and other stakeholders as required.

Job Purpose:

UNFPA Ethiopia, with financial support from the European Union/Spanish Cooperation, is strengthening national mechanisms for the production, analysis and utilization of gender-related data. The EDHS 2024–25 provides an important opportunity to generate policy-relevant evidence on gender equality, women’s empowerment and GBV. 
The consultancy will deliver the Year One thematic report, focusing on Gender Equality and GBV, contributing to a broader three-year analytical agenda. Outputs will support evidence- based decision-making, policy formulation, advocacy and programme design.

You would be responsible for: 

The consultant will deliver the following key services and outputs within 30 working days

       A. Data management and preparation

• Access and use the open-access Ethiopia Standard DHS 2024–25 datasets available
  through the DHS Program website.
• Review and select appropriate recode files based on the required populations and
  variables.
• Identify and document relevant variables using the DHS Recode Manual and thematic
  priorities.
• Apply appropriate data management protocols, sampling weights and survey-adjusted
  statistical procedures in line with the survey design.

B. Statistical analysis

• Conduct descriptive, comparative and advanced statistical analyses, as appropriate, of key
  Gender Equality and GBV indicators.
• Apply weighting and account for complex survey design in all analyses.
• Analyse trends, disparities and intersections across key population groups.
  The analysis will cover two thematic areas, subject to data availability:

          1. Gender Equality and Women Empowerment (GEWM)

• Gender gaps in school attendance, literacy and educational attainment.
• Gender differences in employment, occupation and access to economic opportunities,
  including microfinance.
• Access to paid work and control over resources/earnings.
• Household decision-making and health-care decisions, including FP/SRH.
• Attitudes towards men’s and women’s roles, including attitudes related to FGM/C and wife
  beating.
• Access to financial and social services, including health insurance coverage.

       2. Gender-Based Violence (GBV)

• Overall prevalence of GBV and prevalence by type.
• Physical, sexual, emotional/psychological and economic violence.
• Intimate partner violence (IPV), including physical, sexual, emotional/psychological and
  economic violence by current or former partners.
• Age-specific patterns and vulnerabilities, including adolescent girls and young women.
• Drivers and risk factors, including wealth, educational attainment and marital status.
• Social norms and acceptance of violence, including attitudes toward wife beating and ability
  to refuse sex.
• Help-seeking and disclosure, including whether survivors disclose violence and to whom.
• Consequences of GBV, including physical, psychological, sexual, reproductive and socio-
  economic consequences.
• GBV and reproductive health, including contraceptive use, unintended pregnancy and
  maternal/SRH outcomes.
• GBV and HIV, including HIV risk, testing, prevention and treatment.
• Analysis of GBV among women with disabilities, adolescents and across wealth,
  geographic, education and urban/rural groups.

C. Report development and knowledge products

• Develop a comprehensive thematic report aligned with UNFPA and ESS standards.
• Produce two policy briefs, two fact sheets/data snapshots and infographics where
  applicable: one set on GEWM and one on GBV.
• Ensure analytical rigor, clarity and strong linkage between evidence and
  policy/programmatic recommendations.

D. Technical engagement and dissemination

• Present key findings to UNFPA, government counterparts and relevant stakeholders.
• Participate in technical working groups and review meetings.
• Revise and finalize deliverables based on feedback from UNFPA, ESS and partners.
• Support dissemination and uptake of findings.

Deivery dates and how work will be delivered

Deliverables will be submitted electronically in editable Word/Excel/PowerPoint formats, as
applicable.

Indicative sequence:

• Inception report: at the beginning of the assignment.
• Cleaned/documented datasets and dummy tables: following data preparation and analytical
  framework approval.
• Draft thematic report: during the analytical/reporting phase.
• Final thematic report, policy briefs, fact sheets and presentation materials: following
  stakeholder review and incorporation of comments.
  Detailed delivery dates will be confirmed in the inception report/workplan.

Monitoring and progress Control

The consultant will report to the designated P&D Unit supervisor and provide regular progress updates throughout the 30 working days. Progress will be monitored against the approved inception report/workplan and deliverables.
The consultant will participate in technical consultations and review meetings with the P&D, Gender and M&E Units and relevant stakeholders. Draft outputs will be reviewed by UNFPA, ESS and partners, and the consultant will incorporate consolidated feedback into the final deliverables.
 

Qualifications and Experience: 

Education:  

• Master’s degree or higher in Gender Studies in combination with Statistics, Demography,
  Population Studies, Public Health, Epidemiology, Economics, Biostatistics, Data Science or a
  related field.

Knowledge and Experience: 

• Minimum 10 years of experience in quantitative data analysis
• Extensive experience analysing EDHS or DHS datasets.
• Strong understanding and practical experience with sampling weights and complex survey
  design.
• Experience preparing analytical reports for UN agencies, government or development
  partners.
• Experience in gender, GBV, SRHR and population data analysis is highly desirable.
• Excellent analytical and report-writing skills.
• Strong ability to translate quantitative evidence into policy and programme
  recommendations.
• Good communication, presentation and stakeholder-engagement skills.

Languages: 

Fluency in English; knowledge of other official UN languages is desirable.

Compensation and Benefits:

Please note that grade mention in the consultancy is for reference purpose  keeping in view the generic requirement of the consultancy and final lumpsum renumeration will be determined upon evaluation of requirement and candidate's profile.
