Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The Climate Change Programme of the UNDP Armenia’s Climate, Environment and Resilience Portfolio supports the Government of Armenia in implementing national climate priorities and international commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The Programme promotes climate resilience, enhanced transparency, improved air quality, and accelerated climate action through policy support, institutional capacity development, technical assistance, public awareness, and stakeholder engagement.

The Programme currently comprises the following UNDP-implemented projects:

  • Multi-donor funded Armenia's component of the UNDP global initiative "Climate Promise: From Pledge to Impact";
  • EU-funded Joint Programme "Clean Air for Health and Green Growth in Armenia (EU4CleanAir in Armenia)"; 
  • GEF-funded project "Development of the First Biennial Transparency Report and the combined Fifth National Communication and Second Biennial Transparency Report of Armenia to the UNFCCC"; 
  • GEF-funded project "Strengthening the National Framework for Climate Transparency in Armenia – CBIT 2"; 

The Programme works closely with the Ministry of Environment of Armenia and other national stakeholders to strengthen climate governance, enhance public participation, and raise awareness of climate change and air quality issues, as well as improve environmental information systems.

Duties and Responsibilities

Communication, Visibility and Public Outreach

  • Develop, implement and periodically update the projects’ communication and outreach plans whenever required, ensuring coherent communication and branding across all projects and compliance with UNDP and donor visibility requirements. 
  • Develop and disseminate high-quality communication products, including news stories, press releases, newsletters, success stories, fact sheets, presentations, social media content, photo and video stories, and other visibility materials. 
  • Maintain and regularly update Climate Change Programme website and digital communication platforms, monitor media and social media coverage, and prepare communication analytics and visibility reports. 
  • Contribute to knowledge management by documenting projects' achievements, lessons learned and good practices, and supporting the preparation of communication inputs for donor reports, publications and international knowledge-sharing platforms.

Media Relations, Events and Stakeholder Engagement

  • Promote and disseminate advocacy materials, newsletters, publications to support projects’ activities within the assigned area of responsibility
  • Ensures  organization of planning, and communication of the projects’ events, including workshops, conferences, training sessions, launches, campaigns, field visits and other public outreach activities. 
  • Prepare event communication materials, coordinate media participation, photography and videography, and ensure effective dissemination of event outcomes through appropriate communication channels. 
  • Establish and maintain effective working relationships with government counterparts, development partners, media representatives, civil society, academia and other stakeholders to promote projects’ objectives and achievements. 
  • Support awareness-raising and advocacy initiatives aimed at increasing public understanding of climate change, air quality, transparency and related environmental issues. 
  • Produce communication and advocacy materials for awareness-raising campaigns, including social media materials in coordination with the direct supervisor.
  • Ensure all communication products comply with UNDP corporate guidelines. 

Programme Support

  • Provide communication support in the implementation of annual work plans and communication activities across all Climate Change Programme projects. 
  • Prepare Terms of Reference, technical specifications, and substantive inputs for the procurement of communication-related services and products.
  • Coordinate and monitor external communication service providers, review their deliverables, provide technical feedback, and ensure quality, timely completion, and compliance with UNDP and donor communication and visibility requirements.
  • Monitor the implementation of communication activities and visibility indicators, maintain communication records and visibility evidence, and contribute communication inputs to project and donor reports.

Assist country office’s knowledge management and dissemination

  • Provide support to Identify and synthesize best practices and lessons learned directly linked to programme goals and activities. 
  • Contribute to knowledge networks and communities of practice including corporate communications repositories. 
  • Assist in keeping the project’s Intranet up-to-date and free from unnecessary data. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 

Institutional Arrangement

The Public Outreach and Communication Analyst will support the implementation of communication, visibility and public outreach activities across the Programme’s projects, ensuring coherent messaging, effective dissemination of project results, and compliance with UNDP and donor communication and visibility requirements.

Under the overall guidance of the CER Programme Analyst and direct supervision of the UNDP Climate Change Programme Manager, in close collaboration with UNDP CO Communications Analyst and Project Coordinators, the Public Outreach and Communication Analyst will support the implementation of communication, visibility and public outreach activities across the Climate Change Programme and its projects.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Journalism, Social Media Communication, Social Media Marketing, Social Sciences or another relevant field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of 2 years of relevant professional experience in development communication, journalism, public relations or any closely related field. 

Desired Skills:

  • Experience in managing institutional social media platforms (Facebook, Instagram, X/Twitter, LinkedIn, YouTube), including content calendars, audience targeting, performance tracking, analytics and content optimization. 
  • Experience in producing high-quality communication materials, including press releases, human-interest stories, analytical reports, donor narratives, and flagship publications for diverse audiences. 
  • Experience in content creation, including short videos, reels, photo stories, infographics, visual assets, on-camera presentation, scripting for professional shoots, and application of AI-based photo and video editing tools.
  • Proven experience in cooperation with local and/or international organizations on PR, outreach, communication strategies across online and offline channels in line with programme objectives, donor visibility requirements.
  • Sound experience in organization and facilitation of events, workshops, consultations with involvement of Government, private sector, civil society.
  • Prior relevant experience with UN/UNDP Implemented projects.

Languages:

  • Fluency in English and Armenian is required.
